285. Deputy Éamon Ó Cuív asked the Minister for the Environment, Community and Local Government if it is permitted for local authorities to provide loans under the local authority house loan schemes for the construction of houses on a person's own land; if it is, the circumstances in which this is permitted; and if he will make a statement on the matter. The terms and conditions governing the operation of both the standard annuity mortgages and home choice loans provided by local authorities to qualifying first time buyers are set out in the Housing (Local Authority Loans) Regulations 2012 and the Housing (Home Choice Loan) Regulations 2009, respectively. Under both loan schemes, housing authorities are empowered to provide loan finance to first time buyers for the construction of new houses, subject to a number of qualifying conditions, including that the borrower occupies the house on completion as his or her normal place of residence.
