241. Deputy Richard Boyd Barrett asked the Minister for the Environment, Community and Local Government his plans to allow all persons in emergency homeless situations to self-accommodate; his further plans to cease to limit this option to families and to cease the requirement that persons be put in emergency accommodation; and if he will make a statement on the matter. My Department’s role in relation to homelessness involves the provision of a national framework of policy, legislation and funding to underpin the role of housing authorities in addressing homelessness at local level. Statutory responsibility in relation to the provision of accommodation and related services for homeless persons, including the actual provision of housing solutions for those currently in emergency accommodation, rests with housing authorities.

However, I understand that the Dublin Region Homeless Executive’s placement teams actively work with homeless families and individuals in emergency accommodation in order to try to provide more permanent housing solutions, including through the Homeless Housing Assistance Payment Pilot in the Dublin Region whereby the families and individuals themselves can source available accommodation which meets their needs.
