836. Deputy Shane Cassells asked the Minister for Transport, Tourism and Sport if a person who has applied for right of residency here, based on their parentage of an Irish citizen child and who has passed the RSA driver theory test can be issued with a driver’s learner permit; and if he will make a statement on the matter. Under EU law, member states may issue driving licences to persons normally resident in their territory.

If a person has applied for residency but not yet received approval, they are not yet eligible for a driving licence or a learner permit. The driver licence application process therefore requires proof of residency as part of the documentation to be presented.
