245. Deputy Thomas P. Broughan asked the Minister for Social Protection to set out the number of social protection recipients who are between 18 and 25 years of age and who have been subject to a penalty-rated payment in 2014, 2015 and in 2016 to date; and if he will make a statement on the matter. Legislation provides that sanctions in the form of reduced payments may be imposed where recipients of jobseeker payments fail, without good cause, to comply with activation measures. Activation measures include the requirement to attend group or individual meetings, and/or avail of suitable education, training or development opportunities, or specified employment programmes, which are considered appropriate to a person’s circumstances.

The numbers of Jobseeker payment recipients under 25 years of age who have been subject to a penalty rated payment in 2014, 2015 and 2016 are set out in the following table.
