Greenways Development

608. Deputy Joe Carey asked the Minister for Transport, Tourism and Sport the status of the development of the west Clare railway greenway from Ennis to Lahinch in County Clare; and if he will make a statement on the matter. [29669/16]

Clare County Council was awarded funding of €400,000 under the 2014 Government Stimulus Package for infrastructural development to construct Phase 1 of the West Clare Greenway from Ennis to Ballymaquiggan. Clare County Council have delivered a scaled back 3km of the proposed 4.5km cycleway as far as the Lees Road Sports Ground, and are not currently in a position to complete the remaining 1.5km due to local land ownership issues and financial constraints. The section completed can stand alone as a cycleway.

I understand that it is the intention of the Council to deliver this greenway in four phases as funding permits.

I had a meeting with Transport Infrastructure Ireland (TII) on 8th August 2016 to discuss a range of issues under their remit, including new Metro North.

TII and the National Transport Authority (NTA) have commenced preparatory work on planning and design of new Metro North and a dedicated project Steering Group which has been established for this purpose is meeting on a regular basis.  Funding has been made available under the Government's Capital Plan "Building on Recovery Infrastructure & Capital Investment 2016-2021"  for planning, design and construction of the project, with construction expected to commence in 2021 with a view to delivering the project by 2026/2027.

Funding has been made available under the Government's Capital Plan "Building on Recovery Infrastructure & Capital Investment 2016-2021" for planning, design and construction of new Metro North, with construction expected to commence in 2021 with a view to delivering the project by 2026/2027. The Programme for Partnership Government commits to proceeding with the New Metro North project. It is estimated that the project will cost in the region of €2.4 billion (excluding VAT).

Road Safety

Broughan asked the Minister for Transport, Tourism and Sport the measures he is taking to ensure that road safety around schools is improved and that speed limits around primary and secondary schools are reviewed and assessed; his views on whether all schools should have special 30 km/h zones with new special markings around entrances and exits; his views on whether pedestrian and cyclist access to schools is sufficient; and if he will make a statement on the matter. While the Road Traffic Act 2004 sets default speed limits for national roads (both within and outside built up areas), local authorities may, in consultation with the Garda Commissioner and with the consent of Transport Infrastructure Ireland (TII), make bye-laws to set Special Speed Limits for roads in their administrative areas.

Under section 9 of the Act, local authorities have the necessary statutory powers to provide for Special Speed Limits outside of schools if they deem such limits to be appropriate and necessary. A Special Speed Limit may also include a periodic speed limit which can be designed to apply and operate at specified periods, for example when children are arriving at, or leaving a school during term time.

To assist local authorities in the application of Special Speed Limits, my Department's Guidelines for Setting and Managing Speed Limits in Ireland, published in March 2015, provides detailed guidance on the application of Special Speed Limits outside of schools and is available to all local authorities. These Guidelines reiterate that the making of Special Speed Limit bye-laws is a matter for the Elected Members of local authorities, subject to following Department Guidelines and to the consent of TII in the case of national roads.

At the time of the issuing of these Guidelines, local authorities were requested to review and update all speed limits in their administrative areas in accordance with the Guidelines and in the case of national roads, in conjunction with TII. This work is currently on-going.

As with determining Special Speed Limits, local authorities are also best placed to determine the suitability of cyclist and pedestrian access for each of the schools in their areas.  The Deputy will be aware that my Department, through its funding of the Green Flag scheme, assists schools in encouraging appropriate use of cycling and walking in schools.

As Minister for Transport, I have responsibility for overall policy and funding in relation to the national roads programme. The construction, improvement and maintenance of individual national roads (including the provision of rest areas on motorways), is a matter for Transport Infrastructure Ireland under the Roads Acts 1993-2015 in conjunction with the local authorities concerned.

Noting this I have referred the Deputy's question to TII for direct reply.  Please advise my private office if you don't receive a reply within ten working days.

I propose to take Questions Nos. 613, 614 and 639 together.

The EU-Canada Comprehensive Economic Trade Agreement (CETA) is a comprehensive free trade agreement that will remove tariffs between the EU and Canada and will create sizeable new market access opportunities in services and investment.

CETA represents a modern high standard agreement which has the ability to set a new global standard for Trade Agreements. It will end limitations in access to public contracts, open up markets for services and offer predictable conditions for investors. I fully support and welcome CETA. Ireland stands to gain substantially from this agreement and I am looking forward to Irish firms enjoying the benefits and new opportunities as soon as possible.

CETA will save on duty costs as 99.6% of all industrial tariffs will be eliminated on entry into force. Irish firms will also benefit from the recognition of product standards and certification, thus saving on ‘double testing’ on both sides of the Atlantic. These are some of the benefits of the trade deal with Canada as well as providing new market opportunities in many sectors for Irish firms.

Given the position taken by Ireland and other Member States, the Commission has submitted CETA to the Council for decision as a mixed agreement. That is one requiring both EU and individual Member States ratification. As this process may take a number of years to complete the agreement provides for provisional application.

Provisional application is a standard process in Free Trade Agreements. This provides for the coming into effect of those areas over which the EU has competence. It will be a matter for the Council and the European Parliament to decide on the signature and provisional application of CETA.

Following concerns raised in a number of Member State parliaments and this House, the EU now proposes to exclude investment protection and investment dispute settlement from the provisional application of the Agreement. The EU and Canada are also finalising a legally binding Joint Declaration to provide further assurances in relation to the provision of public services, labour rights, environmental protection and investment.

The EU and Canada are working towards the signature of CETA at the EU-Canada Summit scheduled to take place on the 27 October 2016. Prior to this, the Council of EU Trade Ministers will meet in Luxembourg on 18 October 2016 to decide on the signature and provisional application of CETA.

In accordance with Article 218(8) of the Treaty on the Functioning of the European Union, the full entering into force of CETA will be subject, in the first instance, to a decision by the EU, through a Council decision with the consent of the Parliament, and secondly by the approval of all Member States through the relevant national ratification procedures. In this regard, Dáil Eireann will be a part of the final decision to ratify CETA in accordance with Article 29.5.2 of the Constitution.

616. Deputy Niall Collins asked the Minister for Jobs, Enterprise and Innovation the number of IDA Ireland sponsored visits in each county in 2016 up until 30 September 2016; and if she will make a statement on the matter. [29287/16]

IDA Ireland maintains statistics of site visits by potential investors on a quarterly basis. The latest data available covers the first two quarters of 2016, during which there were 315 site visits countrywide. The breakdown by county of those visits is provided in the table. Figures for the third quarter will be available early next month. The table also shows, on a county-by-county basis, the total number of IDA Ireland client company supported jobs, the number of IDA Ireland client companies and the total number of site visits in 2015.

It is important to note that data on site visits is not an accurate measure of the level of Foreign Direct Investment (FDI) activity in a region or county. That is partly because approximately 70% of all FDI investment won by IDA Ireland comes from its existing client base, rather than new companies.

The availability of an adequate supply of marketable serviced land, as well as office and industrial/technology buildings, in advance of demand is a key element in IDA Ireland’s ability to compete for mobile foreign direct investment. If the IDA did not have available properties to offer prospective investors it would significantly diminish the Agency’s capacity to attract and win new investments.

Deputy David Cullinane asked the Minister for Jobs, Enterprise and Innovation the status of the implementation of the south east economic development strategy published by the Joint Oireachtas Committee on Jobs, Enterprise and Innovation in 2013; and if she will make a statement on the matter. The report of the Oireachtas Joint Committee on Jobs, Enterprise and Innovation on a South East Economic Development Strategy (SEEDS) referred to by the Deputy was a very helpful contribution in identifying possible interventions to assist the economic development of the South East region.

The South East Economic Forum was established to drive the recommendations of the South East Employment Action Plan, developed in late 2011. The membership of the Forum comprised representatives from my Department and its enterprise agencies, County Councils, the education sector, Teagasc and Fáilte Ireland. The Forum progressed a significant number of actions from the 2011 Plan. With the development of the broader South East Region Action Plan for Jobs (APJ), which was launched in September 2015, the role of the Forum was subsumed into the implementation process for the Regional Action Plan and many of the organisations that were represented on the Forum continue to be involved in overseeing its implementation.

In addition, many of the key recommendations of the South East Employment Action Plan and the 2013 South East Economic Development Strategy (SEEDS) reports were incorporated into the South East APJ where appropriate, and are currently being implemented through that mechanism.

The core objective of the South East APJ is to support an ambitious programme of enterprise growth and job creation in region over the medium and longer term, as advocated in the SEEDS report. The primary objective of the South East APJ is to realise the potential to have a further 10-15 per cent at work in the region by 2020 so as to ensure the unemployment rate is within 1 per cent of the State average.

Among the actions in the Action Plan to be delivered over the period 2015-2017 include increasing Start-ups/SMEs by 30%, at least 44 additional IDA supported investments in the region over the coming years, a 20% increase in jobs in exporting companies, in particular in manufacturing, agrifood, businesses services and biopharma/medtech and an 85% increase in agri-food exports over the next 10 years.

Tourism also plays a pivotal part in the Plan towards job creation and includes measures to accelerate the tourism targets set for the south east over the next 10 years, in particular, to attract over 300,000 extra tourists and to create at least 5,000 associated jobs including developing Ireland’s Ancient East.

The latest figures from the CSO show encouraging signs that the region is recovering with the unemployment rate having fallen from a peak of 20.1 per cent in Q1 2012 to 10.8 per cent in Q2 2016, with almost 214,000 now at work – an increase of 27,800 over the period. Also, the number of persons on the Live Register in September for the South East has fallen by 6,152 and now stands at 38,034 compared to 44,186 a year ago.

The implementation of South East APJ is being led by a collaborative enterprise and public sector Group, chaired by enterprise champion Frank O'Regan, with the active support of the five County CEOs in the region and my Department is working closely with the Group as it progresses the Plan.

The first progress report from the Implementation Committee is being finalised and will be published in the fourth quarter of 2016.

IDA Ireland has an office in Waterford, where six of its employees are based. Three of these staff manage the Agency’s relationship with stakeholders, including client companies, County Councils and other development agencies in the South East Region. The remaining Waterford-based staff work exclusively in client facing roles, including business networking and client relationship management.

The EU Regional Aid Guidelines (RAGs) allow the Government to grant State Aid to businesses in order to support new investment and employment in productive projects in disadvantaged regions. Areas accounting for 51.28% of Ireland’s population are eligible for assistance under the RAGs.

The 2014-2020 RAGs came into force on 1 July 2014. These specify both rules for the selection of regions which are eligible for regional aid and the maximum permitted levels of this aid. The eligible regions, including the South East, and the maximum percentage rates that are permissible to be paid in respect of eligible projects in Ireland are set out in Table A.

The grant assistance provided by IDA Ireland to its client companies can constitute regional aid for the purposes of the RAGs. However, some types of IDA grant assistance – such as research and development grants – cannot be categorised as regional aid.

The total amount of IDA grant assistance paid by county for 2014 and 2015, which includes both RAG assistance and non-RAG assistance, are set out in Table B. Further information in respect of this grant assistance will be furnished to the Deputy in due course as part of the forthcoming additional response to a Parliamentary Question submitted last month.

The question of the allocation of resources to support tourism is a matter for my colleague, Mr. Shane Ross, Minister for Transport, Tourism and Sport.

From the perspective of the South East Action Plan for Jobs, tourism is one of the key sectors targeted as part of the Plan. The Plan contains measures to deliver 300,000 extra tourists and 5,000 associated jobs, including developing Ireland’s ancient East and focusing on cross/county initiatives.

IDA Ireland’s official employment figures are drawn from an employment survey conducted by my Department on an annual basis. The attached table (A) provides a breakdown of the number of jobs created and lost in IDA Ireland client companies in the South East from 2008 to 2015. The figures for 2016 will be available early in 2017 when the next survey is completed.

A list of all project announcements and associated job numbers from 2008 to date is contained in the attached table (B). It should be noted that not all companies agree to announce their investments. As a result, the list does not necessarily accurately reflect the level of investments won or the performance of FDI in a particular year.

It is also important to note that jobs announced are typically created over a period of between three and five years depending on a company’s particular business plan. It is also the case that the number of jobs created is sometimes greater or less than originally anticipated. IDA Ireland therefore does not monitor, in every instance, the precise level of employment delivered as part of initial job announcements.

Enterprise Ireland’s mission is to partner with entrepreneurs, Irish business, and the research and investment communities to develop Ireland’s international trade, innovation, leadership, and competitiveness. The ultimate objective is increased employment and prosperity in Ireland. The companies that Enterprise Ireland works with are a vital source of employment, both direct and indirect, in every county in Ireland. In 2015 Enterprise Ireland supported companies created a record 21,000 new jobs. Approximately two thirds of these new jobs were created outside of Dublin and all regions in Ireland recorded an increase in employment.

Employment data for Enterprise Ireland is collected annually as part of my Department’s Annual Employment Survey which measures the number of jobs in Agency assisted client companies on the 31 October in a given year. As a result, it is not possible to provide specific employment figures to date in 2016, as requested.

The breakdown of employment gains (jobs created) and job losses for the South East Region (Carlow, Kilkenny, Tipperary South Riding, Waterford and Wexford) for 2008-2015 is outlined in Table 1.

Enterprise Ireland will continue to support companies in the South East region to create jobs in line with its Corporate Strategy, the Government’s Action Plan for Jobs for the South East Region and the 2016 Action Plan for Jobs.

The goal of this Government is to support the creation of an additional 200,000 jobs by 2020 with 135,000 outside Dublin. We also want to attract back at least 70,000 emigrants from aboard. This is a whole of Government effort and is delivered through our integrated Action Plan for Jobs. As set out in the Government's enterprise strategy, Enterprise 2025, rising property costs are viewed as posing a significant threat to competitiveness, with a direct link between house prices and upward wage expectations. The affordability of housing matters for the individual household, for society as a whole, and for national competitiveness.

From a competitiveness perspective, housing affordability is a component of Ireland’s ability to compete internationally. It impacts upon the attractiveness of Ireland as a location for investment and directly impacts on enterprise costs through wage effects, and indirectly determines the price of Irish goods and services. The cost of housing influences labour mobility and contributes to an economy’s ability to adjust to adverse shocks. In short, a well-functioning housing and construction sector is critical to the overall health of society and the economy.

As the Deputy will be aware, a very challenging housing crisis exists in Ireland, the root cause of which is an undersupply of housing across all tenures. At an overall level, while 25,000 new homes a year are needed to meet demand, output fell to as low as 8,300 in recent years. At its heart, the Government's Rebuilding Ireland: Action Plan on Housing and Homelessness is about increasing and accelerating housing delivery, across all tenures, to help individuals and families find homes.

In publishing Rebuilding Ireland, the Government has set out a practical and readily implementable set of actions to create a functioning and sustainable housing system. The Plan, which is available at the website www.rebuildingireland.ie, is divided into five pillars, with each targeting a specific area of the housing system for attention.

Pillar 4 of the Plan commits to developing a comprehensive strategy for the rental sector in Q4 2016. The strategy will be structured around 4 key areas: security, standards, supply and services. In developing the strategy, it must be recognised that the rental market faces different challenges in different areas. For example, high rents and excess demand are features of the market in Dublin and in other major urban centres, whereas rents in many rural areas are lower and demand is weaker.

These differences will be taken into account in the development of the strategy, which will lay out measures to address immediate issues affecting the supply, cost and accessibility of rental accommodation.

The overarching objective of the strategy will be to increase the supply of rental homes and support the development of a stable, strong and viable rental sector, offering choice for households and investment opportunities for providers, while reflecting the rights and responsibilities of both tenants and landlords.

The Government’s National Policy Statement on Entrepreneurship in Ireland was launched in October 2014 and sets out the Government’s strategic objectives as a facilitator within the Irish entrepreneurship ecosystem.

One objective of the policy statement is to promote female entrepreneurship through identification and promotion of female role models, targeted events and awards, support for female entrepreneur networks and promotion of a dedicated area on corporate websites.

Enterprise Ireland (EI) has been running female only feasibility and competitive funds since 2012.

During 2015, EI provided €50,000 each to 34 female entrepreneurs who applied for a Competitive Start Funding round, including a call specifically aimed at females. This is a significant increase on the 2014 figure of 25.

EI sponsors a number of key events:

-Women’s Executive Network, Ireland’s Top 25 Women Awards

-Image Business Woman of the Year Awards

-Tatler Business Woman of the Year Awards and Conference

-Network Ireland Awards and Conference

-International Business Women’s Conference Belfast

-Inspirefest, Silicon Republic

The agency also partners with key providers in providing training and capability development for early stage and established entrepreneurs. In 2015 it developed a series of female accelerator programmes in partnership with knowledge providers. These included:

-Going for Growth

-DCU Ryan Academy Female Propeller Programme

-NDRC Female Founders Programme

-CIT Female Exxcel Programme

In addition, EI and Network Ireland are running ‘Fueling Ambition’ roadshows across Ireland, and EI supported the second International Business Women’s Conference in Tralee in August 2016.

Female entrepreneurs seeking to become EI clients can access a dedicated web page: www.enterprise-ireland.com/ambitiouswomen. My Department will shortly have a web page targeted specifically at current and potential female entrepreneurs.

The Local Enterprise Offices (LEOs) are also actively engaged in encouraging and inspiring an increase in female-led businesses through initiatives such as the annual National Women’s Enterprise Day and the Women in Business Networks.

An important aspect of the networking programme is the promotion of successful female entrepreneurs as role models and the use of mentoring and networking opportunities which aims to build confidence of newly emerging female entrepreneurs.

Progress has been made. For example, in 2015, 57% of participants attending core training programmes in LEOs were female. Participation by female entrepreneurs in EI’s High Potential Start-Up programme increased to 20% in 2015. The target was 18%.

The Workplace Relations Commission (WRC) is an independent, statutory body which was established on 1st October 2015 under the Workplace Relations Act 2015. The WRC has responsibility for information provision, workplace advice, mediation, conciliation, adjudication, inspection and enforcement in relation to employment rights, equality and equal status matters and industrial relations.

The WRC assumes the roles and functions previously carried out by the National Employment Rights Authority (NERA), Equality Tribunal (ET), Labour Relations Commission (LRC), Rights Commissioners Service (RCS), and the first-instance (Complaints and Referrals) functions of the Employment Appeals Tribunal (EAT).

Inspectors of the WRC carry out inspections of employer records with a view to determining compliance with employment rights legislation. These inspections arise:

-In response to complaints received of alleged non-compliance with relevant employment rights legislation;

-As part of compliance campaigns which focus on compliance in specific sectors or specific pieces of legislation, or

-As routine inspections, which act as a control measure.

The WRC’s aim is to achieve voluntary compliance with employment law through the provision of education and awareness, inspection of employers’ employment records and enforcement where necessary. While every effort is made to secure compliance, some employers either refuse or fail to rectify the breaches identified and/or pay money due to their employees. These cases are referred for prosecution.

Details in relation to the number of inspections and prosecutions undertaken in each county during 2014, 2015 and to end September 2016 are provided in the following tables (a monthly breakdown of the figures for inspections undertaken is not available).

The Workplace Relations Commission (WRC) was established on 1 October 2015 under the Workplace Relations Act 2015 and has responsibility for information provision, workplace advice, mediation, conciliation, adjudication, inspection and enforcement in relation to employment rights, equality and equal status matters and industrial relations.

The WRC assumed the roles and functions previously carried out by the Labour Relations Commission (LRC), Rights Commissioner Service (RCS), Equality Tribunal (ET), the National Employment Rights Authority (NERA) and the first instance (Complaints and Referrals) functions of the Employment Appeals Tribunal (EAT).

The result of these far reaching reforms is a more straightforward system which is easier for individuals to navigate their way around the employment and industrial relations machinery.

The Statement of Strategy of the WRC to 2018 sets out the strategic objectives of the WRC to be achieved over a three year period. The Strategy recognises the need to ensure the high quality and consistency of decisions which issue from the Adjudication service. This is critical strategically to the reputation of the WRC and will be achieved through the regular review of decisions by an internal Quality Control Group. The WRC also engages regularly with Adjudicators with a view to sharing best practice and relevant Labour Court Determinations and Court Judgements. This process will not interfere with the statutory independence of the Adjudicator. Formal feedback on the outcome of appeals will be obtained from the Labour Court on a regular basis and will inform the WRC’s quality process and evaluation.

I understand that the WRC is actively working with Adjudicators to improve the consistency of procedures in hearings and the speed at which rulings are finalised and published. In addition, the format in which rulings are published is being reviewed, whilst seeking to preserve the principle of anonymity as set out in the Act.

I am confident that we now have the right mechanisms in the simplified and unified structure resulting from the Workplace Relations Act to assist employers and employees to avoid or resolve disputes.

A single route of appeal, to the Labour Court, is also open to any party who wishes to avail of that option.

My Department has a dedicated Health & Safety Unit within its Corporate Services Division which engages in a proactive and dynamic way to ensure that all the obligations under the Safety Health and Welfare at Work Act, 2005 are adhered to. To that end, my Department also has an active Health and Safety Committee in place, supported by a series of “House Committees” given that our staff are located across a multiple of locations, which address Health and Safety matters and issues arising.

The Safety Health and Welfare at Work Act, 2005 requires certain documentation and representation arrangements to be put in place for each workplace. In relation to my Department, the relevant information sought by the Deputy is set out in the following Table.
