363. Deputy Jim Daly asked the Minister for Public Expenditure and Reform the measures that are being taken by his Department in conjunction with the local authority to alleviate flooding in an area of west Cork; and if he will make a statement on the matter. [31464/16]
View answerThe Ouvane River at this location is the main channel in the Ouvane Drainage Scheme. This Drainage Scheme was constructed by the Commissioners of Public Works for the benefit of agricultural land in the area. It was not constructed as a scheme to provide protection for residential properties. Maintenance of the river channel, where it is part of the Drainage Scheme is the responsibility of the Commissioners of Public Works and maintenance of the scheme is carried out regularly. The River Ouvane is included in the OPW's Arterial Drainage Maintenance 2016 Business Programme. The OPW had intended being on-site by now but a question has arisen recently regarding the presence of fresh water pearl mussels in the river, a species which has protected status. This Office is currently liaising with the National Park and Wildlife Service on this matter.
A Minor Works application has recently been received from Cork County Council. The Benefit to Cost Ratio does not meet this Office's criteria but OPW will, nevertheless, undertake a review of options.
