Deputy Róisín Shortall asked the Minister for Public Expenditure and Reform the grievance procedure available to civil servants; if all staff have a right to have grievance addressed separately and not as a part of any pay or allowance related proposal; and if he will make a statement on the matter. The Civil Service Grievance Procedure is a process that seeks to deal in a fair and impartial way with the complaints of individual staff members. All staff members have a right to raise a grievance in accordance with the procedures for dealing with grievances. These are set out in Circular 11/2001 which can be found here: http://circulars.gov.ie/pdf/circular/finance/2001/11.pdf.
