Deputy Brendan Smith asked the Minister for Foreign Affairs and Trade if Ireland has signed the Council of Europe treaty on the banning of organ trafficking in view of the widespread concerns regarding human rights violations due to organ harvesting; and if he will make a statement on the matter. Ireland signed the Council of Europe Convention against Trafficking in Human Organs on 8 October 2015.

The purposes of this Convention are to prevent and combat trafficking in human organs, to protect the rights of victims of the offences and to facilitate co-operation at national and international levels on action against the trafficking in human organs.
