Public Sector Allowances Payments

The information sought by the Deputy is as follows:

An Garda Síochána

The recent ad hoc Labour Court recommendation for the members of the GRA and AGSI, which has been accepted by Government, provides for:

- the restoration of the rent allowance to post January 2012 Garda recruits with effect from the date of acceptance of the Labour Court Recommendation;

- an increase in the value of the rent allowance by €500 with effect from 1 January 2017;

- the integration of the rent allowance into salary with consequential increases in unsocial hours and overtime payments;

- paid 15 minute pre-tour daily briefing/tasking sessions and the introduction of a €15 premium payment per annual leave day with effect from the commencement of the next leave year.

Teachers

An agreement concluded with the INTO and TUI in September 2016 provides for:

- All post 1 January 2011 and post 1 February 2012 new entrants to teaching will be assimilated onto a single new salary scale which will incorporate the honours primary degree allowance.

- Productivity measures related to school leadership were agreed which will apply to all teachers, within the context of the potential restoration of posts of responsibility.

- It was agreed with the TUI in May 2016 that the maximum period of time available for planning and development work on other than a whole-school basis will be increased from 5 to 8 hours from the beginning of the 2016/17 school year and a further 2 hours from the beginning of the 2017/18 school year.

Lecturers in Institutes of Technology

The following was agreed with the TUI:

- As an interim arrangement, from January 2017, one of the two additional flex hours required of each lecturer to wider duties other than teaching will be redesignated, in consultation with the lecturers and in accordance with Institute priorities and needs.  The parties confirmed to prioritise addressing the numbers of Lecturers in fixed-term and part-time employment.

Nurses

The following pay and allowance measures were agreed for Nurses:

- An increase in the rate of pay for Trainee Nurses and the award of incremental credit for the 36-week placement. (Nursing unions)

- Restoration of the Community allowance to Psychiatric Nurses working in the Community subject to productivity measures (Psychiatric Nurses Association/SIPTU).

- A Nursing/Medical Interface payment to Nurses arising from the transfer of specific tasks from Non-Consultant Hospital Doctors to Nurses (Nursing unions).

- A payment to Group Directors of Nursing arising from an ad hoc arbitration finding under the LRA.

The European System of National Accounts 2010 (ESA 2010) defines "Compensation of employees" as the total remuneration, in cash or in kind, payable by an employer to an employee in return for work done by the latter during the accounting period. Compensation of employees consists of wages and salaries, and of employers' social contributions.  This is, therefore, a gross pay measure but in ESA 2010 terms this relates to the whole of the General Government sector rather than the Exchequer pay bill as set out in the Expenditure Report.

Rural Development Plan

Deputy Fiona O'Loughlin asked the Minister for Arts, Heritage, Regional, Rural and Gaeltacht Affairs the unit that has been tasked to co-ordinating work with communities to develop co-operative structures to keep vital local services in place and to retain and develop vibrant local enterprises; and if she will make a statement on the matter. A dedicated co-ordination unit has been established within my Department and is currently working on finalising an Action Plan for Rural Development, which will act as an overarching structure for the co-ordination and implementation of initiatives across Government which will benefit rural Ireland. The implementation of those initiatives will contribute significantly to the protection and enhancement of local services and help generate increased economic activity in rural areas.

The objective of the Action Plan is to bring a joined up approach to the implementation of policies that affect rural communities. We will be working right across Government to ensure that the actions included in the Plan improve both the social and economic fabric of rural Ireland. The Action Plan will be published in early 2017.

I have already started to put practical schemes in place to help local communities through the roll out of a suite of initiatives, such as the Town and Village Renewal Scheme, the expansion of the REDZ initiative and the reintroduction of the CLÁR programme. My Department is also working on proposals for the renewal of the post office network, as well as measures to facilitate the roll out of high speed broadband in rural areas once Government contracts are awarded next year under the National Broadband Plan.

Hare Coursing Regulation

Deputy Maureen O'Sullivan asked the Minister for Arts, Heritage, Regional, Rural and Gaeltacht Affairs further to parliamentary Question No. 458 of 29 November 2016, in relation to the claim that 99.33% of hares are released back to the wild post coursing, her views on whether all of these hares are at risk of subsequently dying of the stress-related condition known as capture myopathy; if she will withdraw the coursing licences to protect hares from this and the ongoing injuries and deaths on coursing fields; and if she will make a statement on the matter. The control of live hare coursing, including the operation of individual coursing meetings and managing the use of hares for that activity, is carried out under the Greyhound Industry Act 1958, which is the responsibility of my colleague, the Minister for Agriculture, Food and the Marine. My responsibility relates to the conservation status of the hare.

My Department issued licences under the Wildlife Acts to the Irish Coursing Club, covering their affiliated coursing clubs, to capture and tag hares for use at regulated hare coursing meetings for the 2016/17 coursing season, which extends from the end of September 2016 to the end of February 2017. These licences contain 26 conditions which have been refined over the years, the majority of which are central to hare welfare.

In addition, my Department understands that the Irish Coursing Club has extensive systems and practices in place to underpin the welfare of hares and greyhounds involved in coursing.

A Monitoring Committee on Coursing is in place, comprised of officials from my Department, the ICC and the Department of Agriculture, Food and the Marine, to monitor developments in coursing, and in that regard, the situation is kept under constant review to ensure that coursing is run in a well-controlled and responsible manner in the interests of both hares and greyhounds.

For completeness, I wish to advise that I and each of the two Ministers of State at my Department are also provided with a Personal Secretary and a Personal Assistant. With effect from the election of the 32nd Dáil, Personal Secretaries and Personal Assistants of officeholders are paid by the Houses of the Oireachtas as Secretarial Assistants and Parliamentary Assistants, respectively, under the Scheme for Secretarial Assistance.

One civil servant has been assigned to work in my constituency office in Monaghan. This is fully in accordance with the guidelines governing these matters. The person concerned is employed by my Department and is paid at the first point on the Clerical Officer scale.

I am advised that no staff employed in the public and civil service have been seconded or assigned to work in the constituencies of the Ministers of State in my Department.

The Government is committed to providing services and supports for people with disabilities which will empower them to live independent lives, provide greater independence in accessing the services they choose and enhance their ability to tailor the supports required to meet their needs and plan their lives. This commitment is outlined in the Programme for Partnership Government, which is guided by two principles: equality of opportunity and improving the quality of life for people with disabilities.

As the Deputy's question relates to service matters, I have arranged for the question to be referred to the Health Service Executive (HSE) for direct reply to the Deputy.
