266. Deputy Bernard J. Durkan asked the Minister for Jobs, Enterprise and Innovation the extent to which she remains satisfied regarding the competitiveness of the economy vis-à-vis all other; and if she will make a statement on the matter. [39323/16]

As Minister for Jobs, Enterprise and Innovation, my focus is on improving Ireland’s competitiveness performance. Ensuring Ireland is a competitive location internationally to establish and run a business is essential for job creation. In July of this year, the National Competitiveness Council published its annual Competitiveness Scorecard benchmarking report which provides an in-depth assessment of all aspects of Ireland’s international competitiveness performance. The Council found that while Ireland’s competitiveness has improved in recent years, and has been central to recent strong economic growth, a number of threats persist, not least of which is Brexit. The analysis contained in the Council’s Competiveness Scorecard report is informing the development of the Council’s annual policy report Ireland’s Competitiveness Challenge 2016, which I will shortly be bringing to Government for consideration and which will contain a range of actions to enhance competitiveness.

Brexit means we must do more across a wide range of policy areas to enhance our attractiveness as a location to start and locate a business relative to the UK. The most recent data from the World Bank’s Ease of Doing Business shows that Ireland is ahead of the UK in terms of ease of starting a business and paying tax but is behind the UK in the overall rankings.

To improve business competiveness we must consolidate Ireland’s traditional strengths and address those areas where we lag other countries. We are stepping up investment in infrastructure and SMEs access to finance is improving. We are reforming our tax system to encourage enterprise growth. We are driving the implementation of our research strategy Innovation 2020. As part of Budget 2017 my Department secured additional resources for our enterprise agencies to put more people on the ground in foreign markets to attract investment and to help Irish business who export to the UK and helping others diversify into new markets. I have asked that Enterprise Ireland intensify its work with clients exporting to the UK by providing support to improve their competitiveness in the market through its management capability and development programmes such as LEAN.

My officials will continue to monitor Ireland’s competitiveness publications such as the IMD, the World Bank Doing Business report. Further actions and reforms - driven by the 2017 Action Plan for Jobs which is currently being prepared - will enable us to further narrow the gap with the world’s most competitive countries and improve the ease of doing business, ultimately helping us to achieve our objective of sustainable full employment.

I propose to take Questions Nos. 269 and 270 together.

Staffing numbers in the offices of Government Ministers and Ministers of State are managed in line with Instructions issued by the Department of Public Expenditure and Reform, this includes both civil servants and ministerial personal appointments. Civil Service staff are assigned to Ministers’ Private Offices and also the Constituency Office in recognition of the additional workload required of Ministers. Under the current “Instructions” the staffing complement each Minister or Minister of State had in their capacity as a Member of the Oireachtas remains in place and tese staff remain on the payroll of the Oireachtas.

The staffing of my offices in my capacity as Minister for Jobs Enterprise and Innovation, and that of my Minister of State colleagues is as set out below in tabular format.

In addition to the following details, I can advise the Deputy whilst I currently have one Special Adviser reporting directly to me the Guidelines allow for two.

My colleague, Minister of State John Halligan, T.D, has recently received approval to appoint a Special Adviser. However, for administrative reasons, Minister of State Halligan appears on the staffing complement of the Department of Educations and Skills where he is also assigned and, therefore, his Special Adviser will be on the payroll of that Department also.

Finally, the Department has a Press Office in situ staffed by Departmental civil servants who support the Ministerial team.

It is not possible to provide the extensive detail sought by the Deputy in the limited time available for response.

As the Deputy is seeking 9 years of payroll data spread over 11 different pay bands and there are currently 1,100 people on the Department’s payroll, the indicative total of all records falling under the scope of the Deputy’s questions will be in excess of 11,000 records spanning back to 2007.

I have asked my officials to work on this to provide the material being sought at the earliest opportunity to the Deputy.

I must advise the Deputy that the Sexual Assault Treatment Units are provided by the Health Service Executive, funded through the Vote of the Department of Health. I understand that there are 6 Sexual Assault Treatment Units currently, as listed by the HSE on its website, and these are located in Cork, Donegal, Dublin, Galway, Mullingar and Waterford. I will refer your question in respect of child and adolescent sexual assault treatment services to my colleague the Minister for Health for a direct reply.

Tusla, the Child and Family Agency is currently leading a national, multi-agency process to implement a national service model for services for children who have been sexually abused and their families. This process includes working with An Garda Síochána, the Health Service Executive, the Children’s Hospital Group, the Probation Service and Children at Risk in Ireland (CARI) - a non-Governmental organisation. This approach is being informed by the recommendations from the final report of the Ferns 5 National Steering Committee for Sexual Abuse Services.

The establishment of multi-agency service provision for children and young people who exhibit sexually harmful behaviour was set out in Tusla’s 2016 Business Plan. A principal psychologist and a principal social worker have been recruited and the recruitment of a senior psychologist and a senior social worker is underway. Implementation teams are currently being established in the four regions. Further development of the Sexually Harmful Behaviour services which is being set up on a phased basis, will be planned for in the context of the 2017 Business Plan.

The only State body currently under the aegis of the Department of Defence is the Army Pensions Board. The Army Pensions Board is an independent statutory body established under the Army Pensions Act 1927. The Act specifies that the Board shall consist of a chairman and two ordinary members. The two ordinary members must be qualified medical practitioners of whom one must be an officer of the Army Medical Corps. The chairman and the non military ordinary member are appointed by the Minister for Defence with the concurrence of the Minister for Public Expenditure and Reform. The non military ordinary member is female which is one third of the Board. The Army Medical Corps ordinary member is appointed by the Minister for Defence on the recommendation of the Chief of Staff of the Defence Forces.
