1416. Deputy Éamon Ó Cuív asked the Minister for Agriculture, Food and the Marine if the issues in relation to accepting a person (details supplied) into GLAS 2 related to internal problems with his Department's computer system; the reason his Department could not resolve these difficulties; if his Department accepts that the person should not be at a cashflow disadvantage in relation to 2016 payments due to these difficulties; if a request for a review has been received from the person; when a decision will be made on this request; and if he will make a statement on the matter. The person named was unable to submit an application for the second tranche of GLAS due to an issue with the designation of a parcel as a natura parcel. My Department has made every effort to resolve the issues with this GLAS 2 application but to no avail.

The person named was notified of this in writing on the 15 November 2016 and advised to submit an application under Tranche 3 of GLAS to ensure receipt of payment for five years for the period of 2017-2021. This letter stated that a GLAS 3 application could be made without prejudice to any expectation that the person may have in respect of GLAS 2 and the 2016 scheme year payment.

An review of this decision was received from the person named and it is currently being considered. The person named will be notified in writing of the outcome of this review once a decision has been made.

A GLAS 3 application has been received on the GLAS online system and it is currently being assessed. A letter will issue to the person named notifying them of the outcome once the assessment is complete.
