271. Deputy Róisín Shortall asked the Minister for Housing, Planning, Community and Local Government if his attention has been drawn to local concerns regarding the lack of any local area plan in respect of the proposed substantial additional housing units proposed by his Department and Dublin City Council for the Finglas area; his views on the need to provide corresponding additional services in respect of schools, health, policing and so on in order that sustainability can be ensured; and if he will arrange the commissioning of such a development plan as a matter of urgency. The City Council approved the Dublin City Development Plan 2016-2022 in October 2016. The development plan includes a schedule of local area plans, which the Dublin City Councillors agreed should be prepared in the lifetime of the development plan. These are local area plans for: Ballymun; Harold's Cross; Moore Street and Environs; Park West/Cherry Orchard; Phibsborough; Poolbeg West; and Stoneybatter, Manor Street and O'Devaney Gardens.

The Council has also approved the making of a number of Local Environmental Improvement Plans insofar as resources permit. The Local Environmental Improvement Plans schedule contained in the City Development Plan includes Finglas.

It is considered that the new City Development Plan provides the core strategy and framework to provide for much needed housing in all parts of the city with associated social and physical infrastructure.
