Deputy Robert Troy asked the Minister for Health the forms of transport which will qualify for individual payments as a contribution towards transport costs to persons with severe disabilities on a low income who cannot access public transport, with reference to the Health (Transport Support) Bill; and if it will include taxis and rental cars. I propose to take Questions Nos. 580 and 585 together.

Detailed preparatory work required for a new Transport Support Scheme and associated statutory provisions are being progressed by my Department. I am pleased to report that work on policy proposals in relation to all matters, including eligibility criteria, are at an advanced stage of development. Once the Government approves the draft Heads of Bill for this new Scheme, they will then be subject to pre-legislative scrutiny. The form, manner and arrangements for providing individual payments to persons who qualify for the Scheme will be set out in the primary legislation and any associated secondary legislation once prepared.
