Education Funding

Questions (179)

Caoimhghín Ó Caoláin

Question:

179. Deputy Caoimhghín Ó Caoláin asked the Minister for Education and Skills the amount of the European Social Fund, ESF, that is being used for local training initiative centres here; the amount of ESF funding that goes towards the Muirhevnamor local training initiative, Muirhevna Park, Dundalk, County Louth; and if he will make a statement on the matter. The current ESF Programme for Employability, Inclusion and Learning (PEIL) 2014-2020 includes an ETB Training for the Unemployed activity. The projects currently selected for support under this activity are Specific Skills Training; Bridging-courses and Traineeships. The Local Training Initiative Programme (LTI) has not, to date, been selected for inclusion in the activity. The ESF Managing Authority, within my Department, and the Operational Programme Monitoring Committee maintains an ongoing overview of the funding allocations under the PEIL and will re-allocate the available funding as required, in accordance with the EU Regulatory provisions, over the lifetime of the PEIL.

The inclusion or otherwise of the LTI in the PEIL for ESF support does not impact on its funding, which is a matter for the relevant ETBs in consultation with SOLAS.

As the Deputy may be aware, there is a requirement for accommodation to meet broad educational needs in the Enniscorthy area. Officials in my Department have engaged with officials in the Local Authority, officials in Waterford and Wexford Education and Training Board and with other stakeholders in this regard.

The former St. Senan's Hospital property has been identified as one of a number of options to be assessed in the context of educational requirements. The potential future use of that property forms part of that appraisal process.

I wish to advise the Deputy that the primary school enrolment information requested is set out in the spreadsheet. The source of this data was obtained from my Department's Statistics Section's Annual Census 2016-2017. The data is still provisional and it is expected that final data will be published in April 2017.

The matter of enrolment in individual schools is the responsibility of the managerial authority of the school. My Department's main responsibility is to ensure that schools in an area can, between them, cater for all pupils seeking places.

Enrolments increased slightly, in the first and second named primary schools referenced in the details supplied by the Deputy and reduced slightly at the fourth named primary school.  As the Deputy will be aware, a building project for the third named primary school listed in the details supplied is included on the 6 Year School Construction  Programme and is currently progressing through the architectural planning process. It would appear that there is capacity in these primary schools.

With regard to the post primary school referenced in the details supplied, there were 170 pupils enrolled in the post-primary school last September. This is a reduction of ten pupils since 2011 and suggests that, currently, there is existing capacity in this school.

Questions (184)

Charlie McConalogue

Question:

184. Deputy Charlie McConalogue asked the Minister for Education and Skills the status of the progress regarding the purchase of a site for the three school campus in Buncrana, County Donegal; if his Department has made any offers to any landowners in relation to a site; when a site is expected to be purchased; and if he will make a statement on the matter. As the Deputy is aware the project referred to is included in my Department's 6 year construction programme.

Officials from Donegal County Council on behalf of my Department have engaged with relevant landowners with respect to identified site options. Negotiations in this respect are ongoing with a view to progressing a site acquisition as soon as possible.

Due to the commercial sensitivities attaching to site acquisitions generally, it is not possible to provide any further information at this time regarding the ongoing negotiation process.
