View answerUnder the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

View answerAs stated in the previous question a considerable amount of preparatory work is needed to develop policy proposals in relation to a funding scheme and regulation of homecare. This includes a public consultation process which is scheduled for May of this year. It is not possible at this stage to give a precise target date for the introduction of new legislation but this is a key priority for me.
