382. Deputy Michael Collins asked the Minister for Education and Skills to outline the reasons teachers employed on a full-time basis for two years or more under a fixed-term contract fulfilling a job share post are not eligible to apply for a contract of indefinite duration; and if he will make a statement on the matter. My Department issued Circulars 23/2015 and 24/2015 on the 27th March 2015, on foot of the report presented by Peter Ward SC. These Circulars set out the detailed arrangements and procedures for the implementation of the recommendations of the Expert Group on Fixed-Term and Part-Time Employment in Primary and Second Level Education in Ireland which was chaired by Mr. Ward.

In line with the recommendations of the Ward Report those Circulars outlined that teachers covering for job share posts were not covering for an approved leave of absence and therefore do not qualify to be considered for the award of a Contract of Indefinite Duration.
