Sports Facilities Provision

Deputy Kevin Boxer Moran asked the Minister for Transport, Tourism and Sport if his attention has been drawn to calls for a nationwide audit of sports facilities and the benefits of providing same in terms of more efficient use of resources and targeting of facilities in areas of real demand; if his attention has been further drawn to the fact that some local authorities have already made efforts to obtain such information in their own areas; if such information could be obtained and made publicly available in the near future; and if he will make a statement on the matter. I am aware of views expressed regarding the need for, and benefits of, a nationwide audit of sports facilities as this issue, along with the need for a more efficient use of resources and facility allocation generally, was raised in a number of submissions received during the National Sports Policy Consultation Process, which was launched in November last. Over 50 submissions have been received during this consultation process, including a number from the Local Sports Partnership Network. My officials are currently examining all of these submissions. It is expected that the new National Sports Policy Framework will be published in mid-2017. The matter of a nationwide audit of sports facilities is being considered in that context. I should also highlight the 'Get Ireland Active' database operated by the HSE and available online, which contains important and useful information on places to get active around Ireland, including sports facilities.

I propose to take Questions Nos. 1185 and 1186 together.

Section 1.3 of the Design Manual for Urban Roads and Streets (DMURS) deals with the application of the Manual. Essentially, it must be used in urban areas when constructing new roads or retrofitting existing roads unless written consent is given by the appropriate sanctioning body allowing a departure from it. In this case, the appropriate sanctioning body would be my Department.

With reference to the specific issue raised by the Deputy, I can confirm that to date, my Department has not received a request from Sligo County Council seeking written consent to depart from DMURS.

However, it is important to note that the Manual does not purport to account for every scenario that a designer will encounter, particularly when retrofitting existing streets nor can the Manual cover every technical detail. Many matters are left to the professional expertise and judgement of users. The principles, approaches and standards set out in the Manual are intended for use by suitably qualified and experienced designers who work within the built environment profession.

Road Projects Status

The improvement and maintenance of regional and local roads within its area is the statutory responsibility of each local authority, in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the Council's own resources supplemented by State road grants.

Details of grant payments to end 2016 in respect of this project are available in the Regional and Local Roads Grant Payment booklets which are available from the Dáil library.

Before the main contract for the Coonagh to Knockalisheen project can commence, important advance works must be undertaken. These advance works include special ground works treatment along a section of the proposed road. An allocation of €2.5 million has been provided to Limerick City & County Council to progress these advance works in 2017. The timescale for completion of this phase of the project is a matter for Limerick City and County Council.

The recently announced new routes to the US from Cork Airport are at a very early stage and need some time to bed down before there will be clarity on passenger demand for these routes and their performance. In line with normal practice, any business case would entail an assessment of the likely benefits of preclearance at Cork Airport in comparison to the costs of introducing such a facility. This would be a matter for the daa in the first instance.

Driver Licences

The driver licence rules for those over 70 are set in regulations for which I have responsibility.

There are specific measures which come into effect in relation to driver licensing from the age of 70. These are, first, that driving licences are issued for three years rather than the usual ten, and, second, that specific medical and eye tests are required as part of the renewal process in order to ensure fitness to drive. Finally, those over 70 are not required to pay a fee for the renewal of their licence.

The requirement for medical tests is based on medical evidence which shows that age-related deterioration can affect people's ability to drive. It is normal international practice to require such tests, and has been a legal requirement in this jurisdiction since 1964. I have no plans to change this requirement. Nor do I have any plans to remove the exemption from licence fees for the over-70s.

I understand that the Road Safety Authority, which has responsibility for driver licensing, is working on a number of proposals to put to me at some point during 2017 in relation to amending other aspects of the rules relating to older drivers. I will be happy to consider these proposals when I receive them.

All National Governing Bodies of Sport, including the GAA, the Ladies Gaelic Football Association and the Camogie Association, are independent, autonomous bodies and are responsible for their own internal structure. Neither I nor my Department have any role in relation to these matters and it would therefore be inappropriate for me to intervene.

While my colleague, the Minster for Jobs, Enterprise and Innovation is responsible for employment legislation and policy, and this is a matter in which I have no function, I am not aware of any legislation that requires any employer to employ people in accordance with the circumstances described by the Deputy. The soon to be published National Sports Policy, which is expected to be launched in mid-2017, will address a wide range of issues including that of gender diversity and equality, and the role of female leadership in sport. Any proposals for legislation on this issue would be considered in that context.

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme. The planning, design and implementation of individual road projects (including the N72 Fermoy to Mallow route) is a matter for Transport Infrastructure Ireland (TII) under the Roads Acts 1993-2015 in conjunction with the local authorities concerned.

Within its capital budget, the assessment and prioritisation of individual projects is a matter in the first instance for TII in accordance with Section 19 of the Roads Act. Road Traffic Offences

The number of uninsured drivers would appear to be rising, based on estimates submitted by the Motor Insurers' Bureau of Ireland (MIBI), but the number of vehicles on our roads has also risen as the economy improves and the size of the fleet increases.

The establishment of an Insured and Uninsured database by Insurance Ireland and MIBI, as provided for in the Road Traffic Act 2016 which was signed into law in December 2016, will ensure the provision of reliable data to an Garda Síochána to enable them to robustly enforce uninsured drivers and take them off our roads. The project to design and implement this database is well underway; officials from my Department, an Garda Síochána and the Department of Justice, together with the MIBI and Insurance Ireland, are overseeing the design and implementation of the database, and a test version is expected to be ready by mid 2017, with the project due for completion in 2018. The MIBI will have ownership of and responsibility for the database, which will be made available to this Department and an Garda Síochána.

The Cost of Insurance Working Group, in which this Department plays an active role, is also overseeing other measures which should drive down the cost of motor insurance significantly, thus making insurance more affordable for drivers and reducing the risk of them deciding to drive uninsured for financial reasons. The report of the working group was submitted to Government and was published in mid January. The Working Group has commenced work on the implementation of the report's recommendations.

In accordance with the One Person One Salary direction issued by the Department of Public Expenditure and Reform in late 2011, payment of Board Fees to public sector employees with a contractual obligation in place, with certain exceptions, can be paid but should be stopped at the earliest legally acceptable opportunity (normally on expiry of the appointment).

The payment of board fees is a matter for the individual state agency. All state agencies under my Department's remit have been advised of the One Person One Salary principle. Details of board fee payments are available in the Annual Report and Accounts of the Agencies.

Two similar questions (PQ 6699 & PQ 6799) were recently referred to TII for reply. TII's response, which outlines the role of road authorities, in this case Kerry County Council, in carrying out HD15 High Collision Location reports, has been forwarded to the Questions Office and is available to the Deputy.
