Deputy Jackie Cahill asked the Minister for Agriculture, Food and the Marine if it is normal practice that the inspecting officer is not present at the appeal of a case in which they have imposed a penalty in view of the fact this is happening in the vast majority of cases of appeals to penalties imposed by the office in Nenagh, County Tipperary; and if he will make a statement on the matter.
