The fixed charge system operating under Section 103 of the Road Traffic Act, 1961 as amended applies to offences on the public road as distinct from offences in a public place and does not, therefore, apply to disabled parking bays in the grounds of supermarkets. This is because parking regulation is intended to control the use of public roads rather than private land.

Matters of control of parking on private land are a matter for the private land owner - subject to the provisions of the Vehicle Clamping Act, when it is commenced.
