219. Deputy Sean Fleming asked the Minister for Agriculture, Food and the Marine the local authorities which have been in discussions with his Department regarding the implementation of by-laws by local authorities in respect of the control of horses; and if he will make a statement on the matter. The City and County Managers Association representing the Local Authorities made a submission on the by-law issue as part of the Review into the operation of the Control of Horses Act 1996.

They stated in this that replacing by-laws with a single piece of national legislation would be appropriate and might allow the Control of Horses Act to operate more efficiently. This Review has now been completed and legislative change will be considered in due course.
