2171. Deputy Michael Moynihan asked the Minister for Housing, Planning, Community and Local Government if he will change the tendering process used by Irish Water which is excluding smaller contractors from tendering for projects; his views on whether local contractors should be in a position to tender for works that they would have carried out prior to the establishment of Irish Water; and if he will make a statement on the matter. Since 1 January 2014, Irish Water has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels. Contracts entered into by Irish Water are a matter for the utility and I have no function in the matter.
