The Health Service Executive has been asked to examine this matter and to reply to the Deputy as soon as possible.

The Health Service Executive operates the General Medical Services scheme, which includes medical cards and GP visit cards, under the Health Act 1970, as amended. It has established a dedicated contact service for members of the Oireachtas specifically for queries relating to medical cards and GP visit cards, which the Deputy may wish to use for an earlier response. Contact information was issued to Oireachtas members.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The scheduling of appointments for patients is a matter for the hospital to which the patient has been referred. Should a patient's general practitioner consider that the patient's condition warrants an earlier appointment, he or she should take the matter up with the consultant and the hospital involved. In relation to the specific case raised, I have asked the HSE to respond to you directly.

Mental Health Services Provision

The HSE and Jigsaw recently finalised a 2017 Service Agreement which will consolidate the existing 13 Jigsaw sites across the country.

The HSE Mental Health Division is progressing a detailed evaluation of the existing Jigsaw services to provide a clearer evidence base to support the model, and to help inform further decisions regarding possible expansion of services. The process to initiate the review is expected to commence shortly.

The HSE and I are aware of various proposals to expand Jigsaw services, either arising from discussions with Jigsaw or from local groups seeking such expansion. The potential for further expansion can only be considered in the context of the HSE review, and in light of agreeing health service priorities overall for 2018, or beyond.

Mental Health Services Funding

The overall gross non-capital mental health budget for 2017 is €853.1 million, and the Mental Health Budget for 2016 was €826.6 million.

Budget 2017 made allowance for an additional €35 million for services to be initiated in 2017. Recognising the time lag in new staff taking up posts and the completion of preparations for the introduction of these services, it is estimated that the revenue spend in 2017 associated with this increased allocation will be some €15 million. There will also be a further additional spend of €9.5 million in mental health associated with increased pay rates, bringing the total budget to over €850 million.

With regard to a more detailed breakdown of HSE mental health service funding for the years in question, I have referred this to the HSE for direct reply as this is an operational matter.
