Deputy Noel Rock asked the Minister for Public Expenditure and Reform the number of civil servants on contracts post-1995 who have had their pay affected by the introduction of PeoplePoint and insisting employees show their sick pay documents despite having no legal basis and threatening that pay may be affected; and if he will make a statement on the matter. As I previously stated, The Public Service Management (Recruitment and Appointments) (Amendment) Act 2013 provides that I, as the Minister for Public Expenditure and Reform, can make regulations for a Public Service Sick Leave Scheme. These Regulations are contained in SI 124 of 2014 and SI 384 of 2015. The Regulations set out the terms for the granting of paid sick leave, including that Medical Certificates be provided.

PeoplePoint is the HR and Pensions Administration Shared Service Centre that carries out the administration functions related to HR and Pensions for the Civil Service, applying the Government’s HR and pension policies and procedures.

The role of PeoplePoint in the administration of sick leave is set out in the sick leave circular, Circular 12/2015 Arrangements for Paid Sick Leave. It states that PeoplePoint delivers the transactional elements of sick leave policy for those organisations within the HR Shared Service.
