I can advise the Deputy that the EU-UK Joint Progress Report on the UK’s Withdrawal from the EU of 8 December records the issues upon which the EU and the UK negotiators have reached agreement in principle. These include recognition that the UK and Ireland may continue to make arrangements between themselves relating to the movement of persons between their territories (the Common Travel Area), while fully respecting the rights of natural persons conferred by Union law. As part of the Common Travel Area arrangements, no special permission is required by UK citizens who wish to enter, reside, or work in Ireland. This will remain the position following UK exit from the EU.
