231. Deputy Charlie McConalogue asked the Minister for Agriculture, Food and the Marine the countries to which Ireland has live exports currently in operation, by sector, in tabular form; and if he will make a statement on the matter. [2645/18]

Live exports were among the strongest performers in terms of agri-food export growth in 2017. Last year saw an increase by 21% in live exports, to the value of €175 million. €115 million of this represents the live cattle market, which saw an increase in exports of 46,000 head to 181,000 in 2017.

Agreed health certificates with over 20 non-EU countries, including 11 for the export of cattle, and 7 for sheep, pigs and goats are overseen by my Department. The list of countries and the certificates are available on my Department’s website.

The ongoing search for new, non-EU markets for livestock is a priority. Earlier this month my Department extended an invitation to Algeria to send a technical team to visit Ireland following on from our proposal to the Algerian authorities late last year on new and amended beef, sheep meat, and certain live animal health certificates.

In February last year I decreased the inspection fee on calves under 3 months, and am happy that 2017 saw an increase in calf exports of 40%. Calf exports to the Netherlands increased by 55% in 2017 to 42,000 head. Exports of Irish calves to Belgium also increased last year, to over 5,000 head. Calf exports to Spain increased by 38%, to over 43,000 head.

I propose to take Questions Nos. 232 and 253 together.

In 2017 Irish agri-food exports recorded their 8th consecutive year of growth to reach an estimated €13.5 billion. Within that, overall meat and livestock exports increased by 8% to an estimated €3.95 billion according to the Bord Bia Performance and Prospects 2017/2018 report which I launched last week.

The total value of beef exports, including offal, was an estimated €2.5 billion in 2017, an increase of 5 percent overall and the volume  of exports rose to an estimated 556,000 tonnes.

In order to provide a breakdown at country level, as requested, it is necessary to use CSO trade statistics.  Although CSO trade statistics have not been released for the whole of 2017 yet, the following table provides all the beef exports for the period from the start of January to the end of November for 2017, compared to the whole year in 2016, in both value and volume terms.

In 2016, Ireland exported dairy products, including dairy ingredients to 132 countries totalling over €3.9 billion worth of produce. The following table, based on CSO data, outlines details in respect of values and tonnage by country. It is understood that the first CSO estimates for 2017 will be available in mid-February. However, trends and analysis indicate that aggregate dairy exports in 2017 increased by approaching 20%, another robust performance.

Sheepmeat exports are estimated to have increased by 12% in value terms to €275 million even though prices were affected by the weakness in Sterling, and by 14% in volume terms to 57,000 tonnes. In 2017 Ireland exported sheepmeat to 39 countries. 

In order to provide a breakdown at country level, as requested, it is necessary to use CSO trade statistics. Although CSO trade statistics have not been released for the whole of 2017 yet, the table below provides all the sheepmeat exports for the period from the start of January to the end of November for 2017, compared to the whole year in 2016, in both value and volume terms.

Pigmeat exports are estimated to have increased by 14% in value terms to €712 million and by 3% in volume terms to 246,000 tonnes. In 2017 Ireland exported pigmeat to 60 countries worldwide.

In order to provide a breakdown at country level, as requested, it is necessary to use CSO trade statistics. Although CSO trade statistics have not been released for the whole of 2017 yet, the following table provides all the pigmeat exports for the period from the start of January to the end of November for 2017, compared to the whole year in 2016, in both value and volume terms.

I propose to take Questions Nos. 236 and 237 together.

Irish agri-food exports and imports are broken down into 24 categories identified and agreed by my Department and the Central Statistics Office.  Products and Raw goods are categorised using combined nomenclature codes, a European harmonised system used to classify goods for customs and trade purposes.  These categories include items such as Forestry and Animal Hides and Skins, along with traditional Food and Beverage products.

Total agri-food sector imports for 2016 came to €8.17 billion from over 180 destinations worldwide.

Full year figures for 2017 are not yet available, however statistics from January – November indicate total agri-food imports for the period of €7.92 billion from over 180 destinations.

Total exports for 2016 came to €12.19 billion an increase of 1.8% from the previous year, and to over 180 destinations worldwide.

While full year figures are not yet available from the Central Statistics Office, returns indicate that exports for January – November 2017 totalled €12.4 billion.

The following tables provide a full breakdown of import and export destinations in respect of both value and volume of goods based on CSO data.

Total agri-food exports are estimated to reach €13.5 billion in 2017 when non-edible products such as forestry are included.  Bord Bia's performance and prospects report provides valuable insights into the sectors and markets behind a 13% increase in the value of food and drink exports to €12.6 billion in 2017.

Deputy Charlie McConalogue asked the Minister for Agriculture, Food and the Marine the number of additional staff to be recruited in all individual State agencies and bodies under his aegis in 2018 including Bord Bia, Bord Iascaigh Mhara, the National Milk Agency, Teagasc and the Marine Institute; the cost of hiring additional staff in each individual State agency or body; and if he will make a statement on the matter. Staff recruitment within the State Agencies under the aegis of my Department is an operational matter for the Agencies themselves.

Under the Delegated sanction Framework which sets out the annual pay ceiling for each agency, State agencies are permitted to recruit staff to fill vacancies as they arise subject to compliance with their annual pay ceiling.

Accordingly I have referred the Deputy's question to the agency for direct reply. Please advise my private office if you do not receive a reply within ten working days.

The Beef Data and Genomics Programme is the main support specifically targeted for the suckler sector, which will provide Irish beef farmers with some €300 million of funding over the lifetime of the current RDP. 

The information sought by the Deputy, further to parliamentary question number 375 of 12 December 2017, is as follows:

Each €5 increase on the first 10 animals would cost €1,119,605

Each €5 increase on the first 15 animals would cost €1,529,240

Each €5 increase on the first 20 animals would cost €1,833,230

Each €5 increase on the first 25 animals would cost €2,053,070

Each €5 increase on the first 30 animals would cost €2,212,160.

Any change to the scheme would be very difficult in the context of an innovative scheme which has undergone an approval process by the European Commission. Payments to farmers under the BDGP are made on the basis of costs incurred or income foregone, any change to payment rates would require farmers to undertake additional actions to justify any increased payment.

The BDGP as currently configured represents a balance between direct income support for the sector and rural development measures designed to improve its competitiveness and sustainability. I believe that it is entirely appropriate to maintain this balance of developmental and income supports into the future.

I am pleased that the response to the new locally-led Hen Harrier Programme has been so positive with more than nine hundred applications received already.  This level of response shows that farmers in the targeted designated areas welcome this scheme and I am glad that the information events organised and delivered by the Hen Harrier Team to farmers have generated such interest. This scheme, along with the supports already available through GLAS for farmers with hen-harrier habitat, will further the conservation of the bird as well as providing an important additional income stream for farmers in designated areas

The operation of the scheme is managed by the Hen Harrier Project Team and they have advised that the number of applications per county to date are:

My Department's €240 million European Maritime and Fisheries Fund Operational Programme is the vehicle for financial supports to the seafood sector up to 2021. The Programme delivers a wide range of supports for aquaculture, fisheries and seafood processing through a suite of 15 schemes including the Inshore Fisheries Conservation Scheme.

The Inshore Fisheries Conservation Scheme supports implementation of the Small Scale Coastal Fisheries Action Plan to support the economic, social and environmental sustainability of inshore fishing. The Scheme operates on a National basis, so no budgets are allocated by county. The table below outlines the annual budget, the expenditure and number of beneficiaries.

I have noted, and my officials are examining, the content of the European Court of Auditors Report on “Greening: a more complex income support scheme, not yet environmentally effective”

This report will be the subject of further consultation among EU Member States in which Ireland will fully participate.  The issue of greening will also arise in any discussions on a new CAP on foot of the recent communication on the issue.

While Greening rules are applicable across all Member States, the impact at Member State level differs depending on the type of agricultural activity carried out in each Member State - those  with a large proportion of arable land would require more changes to be made to farm practices.  The majority of Ireland’s farmers were already compliant with the Greening Scheme rules at the time of introduction on the basis that 92% of Ireland’s agricultural land is grassland.
