My Department, as the sanctioning authority, must ensure the project is robust, complies with the public spending code and will deliver value for money for the Exchequer. Due to its size and cost, this project has significant procurement, state aid, legal and matched funding complexities, all of which is currently under consideration.  Allocations of funding are a matter for me, as Minister, in the first instance, but are also subject to the sanction of the Minister for Public Expenditure and Reform.

I wish to advise the Deputy that my Department received a revised cost benefit analysis for the project at the end of June. The report is currently under review in the Irish Government Economic & Evaluation Service (IGEES) Unit in the Department of Public Expenditure and Reform.
