Deputy Jan O'Sullivan asked the Minister for Education and Skills if a person whose parents are Irish citizens and who has been living and attending school here since the person was six years of age but whose own passport is from outside the EU qualifies for EU fees for higher education; and if he will make a statement on the matter. View answerThe position is that in order to qualify for funding towards tuition fees, students must be first-time undergraduates, hold inter alia EU/EEA/Swiss nationality in their own right, and have been ordinarily resident in an EU/EEA/Swiss state for at least three of the five years preceding their entry to an approved third level course.
Where undergraduate students do not qualify for free fees they are required to pay fees to the higher education institution at either an ‘EU rate’ or a higher ‘Non-EU rate’.
The rate of fee is determined by each institution.
