I have outlined in the following table the funds allocated to the Greenways programme for the years 2019, 2020 and 2021. There is likely to be some carry-over of funding from 2018 to 2019 which would increase the 2019 allocation.

Funds have not yet been allocated for 2022.

Since 2010 my Department no longer pays subvention for public transport services paid directly to operators.

The award of Public Service Obligation (PSO) funding falls under the independent statutory remit of the National Transport Authority (NTA). The allocations to the companies are decided by the NTA in exercise of its statutory mandate and in accordance with the various contract arrangements that it has in place with PSO service providers. I have therefore referred the Deputy’s questions to the NTA for direct reply. Please advise my private office if you do not receive replies within ten working days.

Details of the regional and local road grant allocations 2016 to 2018 (inclusive) are outlined in the regional and local road grant allocation booklets which are available in the Dáil Library. In addition, the regional and local road payments to local authorities for 2016 and 2017 are also available from the Dáil library (2018 will be published early next year).

As Minister for Transport, Tourism & Sport, I have responsibility for overall policy and funding in relation to the national roads programme. Under the Roads Acts 1993-2015, the planning, design and operation of individual roads is a matter for the relevant road authority in relation to local and regional roads, or for Transport Infrastructure Ireland (TII) in conjunction with the local authorities concerned, in relation to national roads.

As the Deputy may be aware, the capital allocation provided to my Department in Budget 2019 is €1,613m. This represents an increase of more than €286m over 2018 levels.

I propose to take Questions Nos. 271 to 273, inclusive, together.

As Minister for Transport, Tourism and Sport I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has responsibility since establishment in 2009 for ensuring the development and delivery of public transport infrastructure including, in consultation with Iarnród Éireann, the provision of DART fleet.

In light of the NTA's responsibility in this area, and that of Iarnród Éireann regarding carriages purchased in the period 2000 to 2009, I have referred the Deputy's questions to both bodies for direct reply. Please advise my private office if you do not receive a reply within 10 working days.
