539. Deputy Barry Cowen asked the Minister for Communications, Climate Action and Environment the role the National Development Finance Agency has played in the procurement process for the national broadband plan; the role it is playing; and if he will make a statement on the matter. [50840/18]

In light of the technical and once off nature of the National Broadband Plan (NBP) State led intervention, my Department appointed a specialist international advisory team including external financial advisors (KPMG and PwC) to assist with the development and procurement of the NBP State led intervention.

The National Development Finance Agency’s role as financial adviser to my Department on the NBP was limited to providing independent feedback on certain financial aspects of the NBP that had been developed by my Department and its specialist advisers. NDFA representatives have also participated as members of the NBP Evaluation Review Panel and NBP Procurement Board.
