Deputy Róisín Shortall asked the Minister for Communications, Climate Action and Environment the position regarding eligibility for the warmer homes scheme in respect of persons who receive a carer’s payment; if carers will now have an entitlement to the scheme; and the specific conditions attached in this regard. The Better Energy Warmer Homes Scheme is administered by the Sustainable Energy Authority of Ireland (SEAI) on behalf of my Department. The scheme delivers a range of energy efficiency measures at no cost to low income households vulnerable to energy poverty who meet the defined eligibility criteria.

In August this year, the scheme was expanded to recipients of the Carer’s Allowance who are living with the person they are caring for. Any individual who is in receipt of the Carer’s Allowance and would like to apply for the Warmer Homes scheme will have to complete a “Carers Allowance Confirmation Form” signed and stamped by the Department of Employment Affairs and Social Protection.
