Deputy Ruth Coppinger asked the Minister for Housing, Planning and Local Government his views on the inclusion of rents charged by housing associations in the rent index published by the Residential Tenancies Board in view of the fact that it may distort the calculation of the average standardised rent; and if he will make a statement on the matter. The Residential Tenancies Board (RTB) Rent Index is the most authoritative and accurate report on actual rents in the private rental sector. It calculates the standardised averages and rental indices for private sector tenancies only. Approved Housing Body tenancies are excluded as they would distort the overall average given that the rents charged are below market rents.
