Deputy John Brady asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media if she will provide further information on the recent proposal for the universal basic income for the arts and live performance and events sector; when it is likely that this income support will be made available; and if she will make a statement on the matter. The report of the Arts and Culture Recovery Taskforce, which was a commitment in the Programme for Government, was published last week. The report outlined ten recommendations for the sector including a proposed mechanism for rolling out of Universal Basic Income (UBI) through the establishment of a pilot project which would last three years.

There is already a commitment in the Programme for Government to assess a pilot UBI and one that is informed by a review of previous international models.

While my responsibilities as Minister do not encompass a UBI scheme, building on the recommendation of the Taskforce, officials in my Department are engaging on this matter with the relevant Government Departments including the Department of Enterprise, Trade and Employment, the Department of Social Protection and the Department of Finance.
