147. Deputy Bernard J. Durkan asked the Minister for Social Protection if payment will be made to a person (details supplied) as a matter of urgency notwithstanding the normal requirements for payment of basic social welfare entitlement without reference to six-month bank statements given that the applicant has been homeless for the past two years and that they have provided information in response to all other requests; and if she will make a statement on the matter. An application for Supplementary Welfare Allowance (SWA) has been received from the person concerned and is currently being processed. There are a number of issues that need to be further investigated, but pending a formal decision on that application I can confirm that an Exceptional Needs Payment (ENP) will be made to the person this week.

I trust this clarifies the matter for the Deputy.
