As this Parliamentary Question relates to an operational issue, it is a matter for the HSE. However, members of the Oireachtas are advised that the HSE is currently unable to access the information to answer Parliamentary Questions due to the recent cyber-attack, which has required a temporary shut-down of HSE IT systems. The disruption to service is on-going, and the HSE is working hard to restore its IT capacity and resume normal services. Members of the Oireachtas will be advised as soon as the HSE is again in a position to provide responses to PQs and are encouraged to resubmit their Parliamentary Questions at that point.

Health Services

Questions (2475)

John Lahart

Question:

2475. Deputy John Lahart asked the Minister for Health the number of public patients that have been removed from outpatient lists in 2021 as a result of a validation exercise and not as a result of having an appointment with a consultant for each public and voluntary hospital in tabular form. [37908/21]

Periodic validation forms an essential part of best practice in relation to the management of hospital waiting lists.

Validation is a process whereby hospital administration contacts patients on waiting lists at pre-planned intervals to ensure that patients are ready, willing, suitable and available to attend a hospital appointment or if they wish to be removed.

For a number of years validation was conducted at individual hospital level in Ireland but in 2018, the Minister for Health approved the establishment of the National Centralised Validation Unit (NCVU) within the National Treatment Purchase Fund (NTPF). The establishment of a centralised function has facilitated the introduction of a standardised approach to validation of waiting lists across all hospitals and across Inpatient Day Case and Outpatient waiting lists.

The NCVU has advised that the validation programme was impacted due to the ongoing IT issues triggered by the recent HSE cyber- attack. The NCVU is working closely with all hospitals to resume and/or continue with the validation process as systems are restored across the acute hospital sites.

In relation to the data requested by the Deputy, the NCVU provided the attached document which outlines outpatient validation removal figures by hospital from 1st January to 9 July 2021.

I propose to take Questions Nos. 2482 to 2523, inclusive, together.

The HSE advises that a pilot project commenced in 2016 by the HSE Acute Hospitals Division to progress the collection of national radiology waiting list data. The project has been supported by the Radiology Clinical Care Programme and has involved key stakeholders across the system including the National Integrated Medical Imaging System (NIMIS) Team, Hospital Groups, and the support of the National Treatment Purchase Fund (NTPF) for data collection and data management expertise.

Due to the ongoing IT issues triggered by the HSE cyber-attack, the National Treatment Purchase Fund (NTPF) has been unable to receive complete national hospital waiting list data which has impacted the collation of data for the Quarter 2 diagnostic report.

The latest available diagnostic waiting list data is outlined in the documents attached, which set out waiting list data for Quarter 1 2021 for CT, MRI and Ultrasound. The HSE advises that, at present, the further diagnostic scans requested by the Deputy (including cholangiopancreatography, electroencephalogram, angiogram, and bone scan), are not yet captured as part of this project.

The information that is currently being collected is presently being tested and validated at hospital, hospital group and national level and as such should not be used/reported without the context of the caveats set out below:

- Data is subject to inclusions and exclusions which are documented in the Data Profile Document. This document is available from Acute Operations and has been circulated to all Hospital Groups.

- Data contains urgent, routine and surveillance/planned activity which is currently not broken down in detail, as such this includes surveillance/planned activity which may not be exceeding planned date.

- Data is still undergoing validation at Hospital and Hospital Group level.

- Data does not take into account local nuances at site level (Site profile developed to support understanding of same).

- The purpose of this aggregate data is to provide a National Level overview of the number of patients waiting for modalities of CT, MRI and Ultrasound.

- This report is not intended to be used for the active management of hospital diagnostics waiting list, local reports and mechanisms should continue to be used for the management of diagnostics waiting lists at hospital level.

In Q1 2021, there were a total of 203,976 patients reported on the waiting list from all sites, this represents all outpatients waiting, urgent, semi urgent, routine and planned/surveillance (where diagnostic access is planned at particular time intervals).
