78. Deputy Rose Conway-Walsh asked the Tánaiste and Minister for Enterprise, Trade and Employment when calculating the business spend on research and development for the purposes of the research and development budget, if this includes expenditure on research and development carried out outside of the State; if his Department measures the level of research and development activity carried out inside the State; and if he will make a statement on the matter. My Department no longer prepares the Government's R&D Budget; responsibility for the R&D Budget is now with the Department of Further and Higher Education, Research, Innovation and Science (D/FHERIS). The Government's latest R&D Budget was published by D/FHERIS on 16th December 2021 and is available at the following link: gov.ie - Research and Development Budget: 2020 to 2021 (www.gov.ie).

Outsourced R&D performed either inside or outside the State is not captured in the R&D Budget. However, the Central Statistics Office (CSO) does include questions on outsourced R&D in its biennial survey of Business Expenditure on Research and Development (BERD) . The CSO has provided the most recent data available. Total outsourced R&D in Ireland was €17.104 billion in 2019, of which €1.899 billion was performed in Ireland and €15.206 billion was performed abroad. A breakdown of these figures by research performer (i.e. companies, colleges or private research institutes etc.) is attached.
