Deputy Jennifer Whitmore asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media if any State or semi-State bodies that report to her are currently or have been registered as a charity; the reason for the charity status; the person or body that holds primacy for accountability in those instances, whether the Minister or the Charities Regulator; and if she will make a statement on the matter. View answerA number of the cultural bodies under the aegis of my Department are registered as charities, primarily for the purpose of promotion and advancement of the practice of arts and culture, benefitting the community and advancing education, as well as for philanthropic purposes.
Where a body is registered as a charity, it is subject to regulation by the Charities Regulator as provided for in section 4 and Part 3 of the Charities Act 2009 and with respect to the application of the Charities Governance Code. The bodies must also comply with the Code of Practice for the Governance of State Bodies and relevant legislation including any legislation relating to their establishment. Furthermore, there are a suite of governance arrangements in place between each body and my Department.
