I propose to take Questions Nos. 848 and 849 together.

A new enhanced ten year energy efficiency programme was launched in 2021 in response to a commitment made under the Programme for Government, which called for the 'retrofit' of 500,000 homes to a B2/Cost Optimal Equivalent BER standard by 2030, of which approximately 36,500 are expected to be local authority owned homes.

This new programme set a BER performance requirement of “B2” or cost optimal level. The upscaling of the works included in the programme sees a substantial overall increase in funding being made available for insulation, windows and doors and heating upgrades, specifically the installation of a Heat Pump and associated works. The installation of gas/oil boilers are no longer supported under the energy efficiency programme funded by my Department.

Earlier this year, my Department announced that funding of €85 million will be provided for the upgrade of approximately 2,400 social homes in 2022. Each local authority received an individual allocation along with a minimum target of homes they are required to retrofit. The programme has been devised in a way to give local authorities a level of flexibility when selecting properties to retrofit ranging from those requiring minor levels of works to properties needing the maximum level of retrofitting required to bring them to a B2/Cost Optimum standard.

Work in relation to the 2022 programme is underway but it will be later this year before significant recoupment claims are lodged with my Department. Full details in relation to the 2022 Energy Efficiency Programme will be available early in 2023.

Discussions are ongoing in relation to the target number of units to be retrofit per local authority and appropriate budget to implement the 2023 Energy Efficiency Retrofit Programme.

Irish Water is the national water utility since 1st January 2014 with responsibility for providing and developing water services throughout Ireland.

The funding model for Irish Water is set in the context of the EU Water Framework Directive - the overarching Directive in relation to water policy in the EU. The current Water Services Policy Statement sets out the priorities of Government regarding the provision of water services from 2018-2025.

Irish Water’s Strategic Funding Plan (SFP) provides the framework within which these priorities will be achieved and under which Irish Water funding and investment plans are agreed. The Programme for Government is providing the required level of funding to meet the priorities as set out in the SFP. The funding provided allows Irish Water and the wider supply chain to upscale and deliver the critical upgrades and infrastructure over the period of the plan.

In this context, the Programme for Government commits to funding Irish Water's capital investment plan for water and wastewater infrastructure on a multi-annual basis. The National Development Plan 2021-2030 commits to almost €6bn investment to be undertaken by Irish Water in the period from 2021-2025, of which over €4.5 billion will be Voted Exchequer funded in respect of domestic water services.

In this regard, as part of Budget 2022, I secured funding of over €1.57 billion to support water services. This includes €1.459 billion in respect of domestic water services provision by Irish Water. This overall investment will deliver significant improvements in our public water and waste water services, support improved water supplies right across Ireland, including rural Ireland, and support a range of programmes delivering improved water quality in our rivers, lakes and marine areas.

While there has been a substantial amount of progress and many key achievements have been delivered, under-investment over many decades paired with a highly fragmented water services operating model, have resulted in ageing and disjointed infrastructure and a number of legacy issues in our treatment plants and networks. As a result, the repair and upgrading of the country’s water and wastewater treatment plants, and water and sewer networks will require a multi-billion euro investment programme that will extend beyond 2025.

National Parks and Wildlife Service

There were 438 staff employed in the National Parks and Wildlife Service (NPWS) at the end of June 2022. The average pay of those staff was €42,418.

My Department’s workforce planning process identifies the resource requirements and priorities for each business unit within the NPWS. In conjunction with this process, the NPWS Review and Strategic Action Plan set out the programme required to equip the NPWS to continue to deliver on the ambitious goals, objectives and targets. My officials are currently working to implement the recommendations as set out in the Review regarding the resource requirements of the NPWS. Staff levels across the Department, including the NPWS, are kept under regular review in line with emerging business needs and Government policy on public sector pay and staffing, as advised by the Department of Public Expenditure and Reform.

Excluding payroll costs, in excess of €47m in funding was provided to the National Parks and Wildlife Service in Budget 2022, including dedicated provisions, and funding to be drawn from the Rural Regeneration and Development Fund and Rural Recreation allocations. The represents an increase of 20% when compared with the NPWS spend in 2021.

The payroll costs for the NPWS was €16.2m in 2021 and I expect that figure to be much higher when the outturn for 2022 becomes available at the end of this year.

The represents an increase of 20% when compared with the NPWS spend in 2021

The recent Strategic Action Plan for the NPWS sets out an ambitious timeline for a full organisational restructuring of the NPWS, and a substantial €55 million additional investment in the organisation across three budgetary cycles, together with the accelerated early recruitment of at least 60 key staff for critically important roles.

This Plan aims to deliver a NPWS that is more resilient, better resourced, and better equipped to play its part in Ireland’s response to the biodiversity emergency on the national and international stage. It will equip the NPWS with the funding, organisational capability and supporting structures to enable it to deliver its mandate in protecting our natural heritage including requirements under the Habitats Directive.

The funding system that applies to local authorities in Ireland is a complex one, as those authorities derive their income from a variety of sources including commercial rates, charges for goods and services and funding from Central Government including my Department but also other government departments and state agencies. Most of the funding from Central Government to local authorities must be used for specified services.

The local government funding model changed considerably in 2014, primarily due to the establishment of Irish Water. Its financial relationship with the local government sector had a considerable impact on local authority financing at that time. In allocating General Purpose Grants (GPG) from the Local Government Fund for 2014, my Department took account of the movement of certain water related activities from Local Authorities to Irish Water. This is reflected in the fall of general purpose grant payments between 2013 and 2014, while Local Property Tax payments to local authorities began in 2015.

A significant change to local government structures also took place in 2014 when town and borough councils were amalgamated with their county authorities. Information on central funding allocated between 2008 and 2013 to each of the 88 local authorities that existed before the amalgamation is not readily available and its compilation would involve a disproportionate amount of time and work.

The attached tables details the source of Local Authority revenue income between 2014 and 2020.

Local authorities also receive central government funding for capital expenditure by means of Government grants and subsidies. This information can be seen in Appendix 6 of the audited annual financial statements (AFS) of each authority.
