647. Deputy Seán Haughey asked the Minister for Housing, Local Government and Heritage if the recommendations of an organisation (details supplied) concerning the derogation process under Article 9 of the EU Birds Directive, particularly regarding seagulls, will be implemented; if the consultative committee established by him to review these recommendations has made any decisions on these recommendations; and if he will make a statement on the matter. A review of the process of the use of Article 9(1)(a) of the EU Birds Directive in Ireland, was completed by ANIAR Consultancy on behalf of the then Department of Culture, Heritage and the Gaeltacht in September 2018.   

Subsequent to this report, a Consultative Committee on Urban Gulls was convened by the Minister at the time to consider the impact of gulls in urban areas and appropriate actions to deal with such impacts.

A number of the recommendations of the First Interim Report have been progressed and my Department is engaging with other stakeholders on moving forward other recommendations.
