208. Deputy Rose Conway-Walsh asked the Minister for Finance if the monies used to purchase Exchequer notes by the NRF, NTF or SIF or other vehicle then enters general government spending; and if he will make a statement on the matter. [25630/23]
View answerA purchase of Exchequer Notes by a general government body (such as NRF, NTF, SIF, etc.) would have no impact on general government spending as it is a financial transaction. When compiling the general government accounts, financial transactions are excluded in the calculation of general government receipts, expenditure and subsequently the surplus/deficit. The transaction would simply be an exchange of one asset (such as cash) for another in the financial account having no impact on the general government balance.
