All Department of the Taoiseach official devices and the software apps which run on them comply with guidance provided by the National Cyber Security Centre (NCSC). This guidance is based on risk assessments appropriate to the circumstances and is kept under continuous review by the NCSC.

The Department of the Taoiseach expects all users of official devices to exercise appropriate discretion in their use and to use these devices in compliance with the Department's policies, relevant data protection legislation and the Civil Service Code of Conduct.

Citizens' Assembly

The Programme for Government commits to establishing four Citizens’ Assemblies, on the topics of Biodiversity Loss; the type of directly elected mayor and local government structures best suited for Dublin; Matters relating to Drugs Use; and the Future of Education.

The Citizens’ Assembly on Drugs Use is currently underway and is scheduled to complete its work by the end of 2023. The Dublin Citizen’s Assembly and Citizens’ Assembly on Biodiversity Loss have concluded their work, and submitted their reports and recommendations to the Oireachtas, in line with their Terms of Reference.

The establishment of the Citizens’ Assembly on the Future of Education, and the Terms of Reference for this assembly, will be the subject of a Government decision and resolutions of the Dáil and Seanad at the appropriate time.

It is expected that any additional payments such as travel undertaken on behalf of the Consultative Forum on International Security Policy will be paid in accordance with the applicable Civil Service Travel and Subsistence rates.

Northern Ireland

On the 26 April 2023, the Police Ombudsman of Northern Ireland published a Statutory Report relating to the death of Patrick Kelly. The publication of this report was undoubtedly an important and emotional moment for the Kelly family. Our thoughts are first and foremost with the Kelly family, who have advocated on this case with passion and dignity for almost five decades.

The Ombudsman’s findings detailed a series of "significant" investigative failings in relation to the original police investigation. I understand that, since the publication of report of the Police Ombudsman, the Kelly family requested that a new coroner's inquest into the death be carried out but that the Attorney General of Northern Ireland has declined this request and that the family are considering seeking a judicial review of that decision.

Legacy cases such as that of Patrick Kelly may have happened some time ago, but, they have an ongoing impact on families, communities and the important work of reconciliation. This case once again underlines the vital importance of processes and mechanisms to deliver truth and justice remaining open. Despite the passing of time, fresh coroner's inquests, investigations by the Police Ombudsman and civil cases have provided pathways for truth and justice for families. The Northern Ireland Troubles (Legacy & Reconciliation) Bill currently before Westminster would quickly close off these avenues.

This is why the Government has consistently opposed UK’s Legacy Bill since its introduction at Westminster, in May 2022, it is our view that the UK Bill is not fit for purpose. I had my most recent exchange regarding the UK Legacy Bill and related issues with the Secretary of State for Northern Ireland on 16 May in Dublin. As I have on other occasions, I reiterated to the Secretary of State the Irish Government’s opposition to this Bill and urged that the consideration of the Bill be paused.

I made clear my strong view that this Bill, if implemented as it stands, would not be compliant with the European Convention on Human Rights and would damage reconciliation efforts in Northern Ireland. The Government has consistently maintained that any way forward on legacy must be consistent with human rights standards, with victims at its centre.

Ireland's Consulate General in Los Angeles is one of the new missions established under the Government's strategic initiative Global Ireland 2025. The Consulate team works closely with local representatives and other key stakeholders in the Southwest region of the United States, including in fulfilment of Ireland's US & Canada Strategy 2019-2025 and Ireland’s Diaspora Strategy 2020-2025. This includes engaging with state and local political representatives, providing support to Irish communities and organisations, delivering consular assistance to Irish citizens, promoting trade and economic cooperation, and seeking other opportunities to enhance Ireland's profile and advance our interests in the region.

The Consul General in Los Angeles met with the Governor of Arizona, Katie Hobbs, at an event in Arizona in March 2023, and is scheduled to meet the Governor again during a visit to Phoenix next month. The Consulate General has not had the opportunity to meet with the Governor of New Mexico in the past twelve months.

My Department commissions external contractors, consultancy services and outsourcing services where highly specialised skills are not available internally and in particular, where ongoing independent evaluation of programmes and projects is necessary.

External expertise has informed, and continues to inform, my Department's strategies and policies and the effective delivery of our services to our citizens in a transparent and accountable manner representing value for money.

Such external expertise may involve the provision of specialised reports, expert analysis or expert technical services to the Department.

My Department ensures that there is an appropriate focus on good practice in procurement and that procedures are in place to ensure compliance with all relevant procurement guidelines. Procurement takes place in compliance with Directive 2014/24/EU and supported by Procurement Guidelines published by the Office of Government Procurement (OGP).

I engage regularly with officials in my department with responsibility for bilateral relations including relations with Australia. I am also briefed on developments in Australia when necessary and recently met with senior officials to discuss current areas of engagement. These briefings incorporate valuable information provided by our network of Embassies and Consulate Generals.

This March, as part of the St Patrick’s Day programme, Simon Coveney TD, Minister for Enterprise, Trade and Employment, visited Brisbane, Canberra, Melbourne, Perth and Sydney, with political engagement, trade and investment promotion, community events and media encounters. In February of this year, senior officials in my department held bilateral consultations in Canberra, to discuss Ireland-Australia relations and areas of bilateral engagement. Our Ambassador to Canberra and our Consul General in Sydney were closely involved in facilitating both of these visits.
