Radon Gas Levels

130. Deputy Colm Burke asked the Minister for the Environment, Climate and Communications if he will ringfence funding to meet the costs for the provision of radon testing kits for householders, radon being the main cause of lung cancer in non-smokers in Ireland; if he will provide a grant for radon extraction fans in high-risk areas (estimated costs per unit of €1,000-2,000); and if he will make a statement on the matter. In response to the public health risks posed by Radon gas, the Government has established a National Radon Control Strategy (NRCS). The Strategy is now in its second phase covering the period 2019 to 2024. Implementation of the Strategy is overseen by an interdepartmental and agency group chaired by my Department and includes a number of actions for implementation by Departments, agencies and local authorities with further supports under consideration. Electricity Generation

Deputy Paul Kehoe asked the Minister for the Environment, Climate and Communications for an update on security of electricity supply and whether there will be sufficient electricity generation capacity to meet expected national demand over the next two years; and if he will make a statement on the matter. The Commission of Regulation of Utilities which has statutory responsibility to ensure security of supply, has the duty to monitor electricity supplies and to take such measures as it considers necessary to protect the security of supply. It is assisted in its role by EirGrid, the electricity transmission system operator, and my Department. The CRU currently has a programme of actions underway to ensure the security of our electricity supply over the coming winters.

The Security of Supply Programme of actions contains a number of both demand and supply side mitigation measures. These actions include: procurement of new, enduring capacity through a number of capacity auctions; procuring additional temporary emergency generation; extending the availability of existing generation capacity; additional use of grid-scale batteries; and improved demand side flexibility measures.

Margins are expected to remain tight throughout this year. The CRU is continuing to work with key stakeholders to implement appropriate mitigation measures to further reduce risks next winter and lower peak demand during this period.

Eircodes are assigned to new property addresses using a valid postal address and verified geo-locations. All postal addresses, geographical addresses and geo-locations are provided to Eircode from authoritative sources, namely An Post and Tailte Éireann (Formerly Ordnance Survey Ireland) through their subsidiary company An Post GeoDirectory. An Post collects information on all new and existing buildings, as well as changes to existing addresses, and Tailte Éireann provides the geo-locations for these buildings. Eircode does not change existing postal addresses and the Eircode can be simply added to the address normally used for the property. This address can be the most commonly used address, the postal address or/and the geographical address. The free to use online Eircode Finder (finder.eircode.ie/#/), provides both the geographical and postal addresses for properties in the state. Householders who have queries relating to the postal address of their property can contact An Post by email at: eircode@anpost.ie or Customer Service on 01 - 705 7600. In the case where An Post makes changes to the address, the updated information will be provided to Eircode by An Post GeoDirectory.

The Commission for Regulation of Utilities (CRU), supported by EirGrid and my Department, currently has a programme of actions underway, which launched in September 2021, to ensure the security of our electricity supply over the coming winters.

The Security of Supply Programme of actions contains a number of both demand and supply side mitigation measures to address the forecasted shortfall of capacity, if no action was taken, from 2021 to 2026.

These actions include;

• procurement of new, enduring capacity through a number of capacity auctions;

• procuring additional temporary generation;

• extending the availability of existing generation capacity;

• additional use of grid-scale batteries;

• and improved demand side measures.

The CRU is continuing to work with key stakeholders to implement additional appropriate mitigation measures to further reduce risks and lower peak demand during this time. The latest Work Update up to February 2023 is available on CRU’s website (www.cru.ie/publications/27388/).

In the case of vulnerable citizens, there are existing measures in place via ESB’s Vulnerable Customer Policy, which supports vulnerable customers in the event of a loss of supply (www.esbnetworks.ie/who-we-are/customer-service/vulnerable-customer-policy).

National Broadband Plan

Deputy Pearse Doherty asked the Minister for the Environment, Climate and Communications the timeframe for the roll-out of at least 30mb broadband speeds to a location (details supplied) in County Donegal as part of the national broadband plan; if such areas with poor or no broadband coverage shall be prioritised during the roll-out phase as part of the scheme; and if he will make a statement on the matter. The Question refers to a premises located in the AMBER area on the National Broadband Plan (NBP) High Speed Broadband Map which is available on my Department's website www.broadband.gov.ie. The AMBER area represents the area to be served by the network to be deployed under the NBP State led intervention.

I am advised by National Broadband Ireland (NBI) that, as of 30 June 2023, 154,437 premises are passed across 26 counties and available for immediate connection. 45,228 connections have already been made to the NBP high-speed broadband network. NBI has advised that as of 30 June, 3,204 premises in County Donegal are passed with a high-speed fibre broadband network and available for immediate connection with 1,091 premises connected.

The network rollout for the NBP is divided into 227 Deployment Areas (DAs) across the country. These are typically an area of approximately 25km in radius and in total they cover 96% of Ireland’s landmass. The network is specifically designed based on the NBI network coming from the eir exchanges or the metropolitan area networks (MANs) which allows NBI to reach every premises as quickly as possible. Villages, townlands and counties are covered by a number of DAs which means there are differing timescales for the rollout across county areas.

Each DA creates a ‘fibre ring’ which is essential to ensure reliability, robustness and resilience. Critical to the success of the network, NBI’s fibre rings are built with back-ups, ensuring that in the event of one fibre cable being disrupted, the whole network continues to perform, protecting customer experience. Each fibre ring that NBI deploys is designed in a way that is non-discriminatory, meaning that as the rollout progresses, it may pass relatively urban areas at the same time as passing some of the most remote premises within the intervention area. The design utilises existing infrastructure to a very significant degree.

The NBP network build, that started in 2020, is scheduled to be completed by 2027. NBI advise that the premises referred to in the question is at a status of ‘Pending Survey’.

Surveys are needed to establish the condition of existing poles and ducts, to ascertain whether repairs are needed. NBI’s contractors walk the fibre route to inspect infrastructure and gather detailed information on local conditions and this work is on-going. Further steps are then required prior to fibre build and connections including:

• Results from surveys are sent to NBI’s design teams who then develop detailed designs for each of the 227 Deployment Areas for submission to the Department for “Approval to Proceed” with fibre build;

• Repair/activities (“Make Ready”) carried out to ensure existing infrastructure is sufficiently prepared to pass the premises with fibre;

• Installation of and connection to electronic equipment in each Local Exchange building;

• Laying of the physical fibre along the poles and ducts;

• Fibre build quality checks, network testing and handover within NBI;

• Upload of specific fibre build details by premises to computer systems within NBI, enabling retail service providers to make connection orders visible on their respective systems which in turn allows premises’ owners to place orders.

• On completion of network build works customers can then place an order and request a connection to be scheduled with the retail service provider of choice.

All of these activities must be completed before the premises can be designated premises passed status.

135. Deputy Michael Fitzmaurice asked the Minister for the Environment, Climate and Communications if he will approve the increase for pensions and deferred pensions for members of the An Post superannuation scheme; and if he will make a statement on the matter. [33883/23]

On 9 March 2023 An Post wrote to my Department seeking consent to the second phase of their current pay agreement which provides for a 2% increase in pay from 1st January 2023. In addition to this, on foot of a recent Labour Court decision, An Post also wrote to my Department on 9 March seeking approval to make increases to pensions in payment and deferred pensions of a 5% increase from 1 January 2022 and a 1% increase from 1 July 2023.

In accordance with the relevant Code of Practice from the Department of Public Expenditure, NDP Delivery and Reform, An Post must seek Ministerial approval to increase pensions and deferred pensions for members of the An Post superannuation scheme. As per Circular 16/2021, all such proposals require NewERA’s views, as well as a business case setting out the strategic, policy and financial rationale for the proposed increase. Circular 16/2021 states that pension approval requests should be submitted for approval well in advance of any decision to implement changes in acknowledgement of the necessary processes that must be completed and in order to ensure that pension increases are not unduly delayed. It should be recognised that the time taken for the pension approval process is necessary to ensure that robust governance procedures are in place.

Following receipt of the requests and associated documentation in recent weeks and months from An Post, the standard process is now being followed, with NewERA’s views and assessment by officials being required prior to the consent of both Ministers being sought.

Consideration of the consent requests is well advanced and a report from NewERA was submitted on 29 June. The two Shareholding Departments will now expedite consideration of the matter. It is not possible, at this point, to set out the specific timeframe within which the decision-making process will be concluded.

The information sought by the Deputy regarding the agencies under the aegis of my Department is an operational matter for each agency. I will request the relevant bodies to reply directly to the Deputy with the information requested in respect of their organisation.

The National Cyber Security Centre (NCSC), which is a unit within my Department, is the lead Government agency for cyber security including coordination of the national response to major cyber security incidents. The NCSC was established by a Government decision in 2011 and its mandate is set out in the National Cyber Security Strategy published in 2019. The Computer Security Incident Response Team (CSIRT) is the unit within the NCSC tasked with detecting, preventing, and responding to cyber security incidents. Its role and functions are set out in the European Union (Measures for a High Common level of Security of Network and Information Systems) Regulations 2018, S.I. No. 360/2018, which transposed the EU Network and Information Security (NIS) Directive, EU 2016/1148.

The current and capital funding budget for the NCSC is set out in the table below.

Capita Business Support Services Ireland, trading as Eircode, assigns Eircodes to new property addresses using a valid postal address and verified geo-locations. An Post collects information on all new and existing buildings, as well as changes to existing addresses and Tailte Éireann (formerly Ordnance Survey Ireland) solely provide the geo-locations (latitude and longitude) for all these buildings. An Post GeoDirectory (APG), a subsidiary company of An Post and Tailte Éireann, issue a new release of database files monthly to Capita in accordance with their revised licence agreement.

Capita have advised my officials that the Eircode provided correctly geographically pinpoints the building in question. In terms of navigating to the position of the building, the design of the Eircode system provides a highly accurate latitude and longitude for all properties mapped by Tailte Éireann. By having the precise latitude and longitude of a building this enables any digital mapping and satellite navigation system to determine directions to/from a precise geographic location. These satellite navigation systems require a latitude and longitude, combined with their underlying route mapping and algorithms to produce directions.

Accuracy of these directions from the various satellite navigation systems is a function of the underlying route mapping, routing algorithms, to/from geo-locations, accuracy of the GPS device along with other factors and one in which I have no direct function.

Electricity Grid

Responsibility for the regulation of the electricity market is a matter for the Commission for Regulation of Utilities (CRU) which is an independent regulator, accountable to a committee of the Oireachtas and not the Minister. The CRU was assigned responsibility for the regulation of the Irish electricity sector following the enactment of the Electricity Regulation Act, 1999 and subsequent legislation. It is a function of the CRU to regulate the electricity market, including the matter referred to in this Parliamentary Question. Therefore the Minister has no statutory function in this matter. The Commission for Regulation of Utilities sets the policy for connection to the electricity network in Ireland. CRU provides a dedicated email address for Oireachtas members, which enables them to raise questions on general energy regulatory matters to CRU at oireachtas@cru.ie

An Post, via my Department, successfully submitted an application for funding from the Brexit Adjustment Reserve (BAR) in relation to the management of EU Customs and VAT requirements applying to all An Post UK traffic following the withdrawal of the UK from the EU. This important change in international trade has had a significant negative impact on the postal sector in Ireland. Brexit also coincided with long planned, extensive changes to EU Customs regulations governing goods entering and leaving the EU. All traffic from the UK which was previously categorised as intra-EU became non-EU and subject to Customs related obligations which directly impacted on An Post operationally and commercially.

There has been a profound and direct impact on the company which has meant that An Post has incurred a significant financial burden directly associated with the adverse impact of Brexit. An Post has made a significant investment in systems, infrastructure and knowledge in order to overcome the disruption and challenges and a sum of €23.1m has been paid out to An Post from BAR.

Air Corps

My priority as Minister for Defence is to ensure that the operational capability of the Army, Air Corps and Naval Service is maintained and developed. This is to enable the Defence Forces to carry out the roles assigned by Government. Equipment priorities (including replacement capabilities as they near end of life) for the Army, Air Corps and Naval Service are considered in the context of the established capability development and Equipment Development Planning (EDP) processes.

The EDP does not include a project for the replacement of the EC135 P2 fleet. These helicopters were acquired in 2005 and consideration to their replacement will be considered as they move towards end of life.

However, other additions to the EDP are currently under consideration, including in the context of the Government’s decision to move to a higher level of ambition, known as LOA2, and in light of specific recommendations, associated with a move to LOA2, made in the report of the Commission on the Defence Forces last year. In terms of rotary wing capability, these recommendations include the addition of two AW139 helicopters to the fleet as well as the ultimate replacement of the existing medium lift fleet witha fleet of 8 super-medium helicopters.

Capital investment in aircraft continues with the recent placing of a contract with Airbus at a cost of €72 million, including VAT, for a military transport aircraft for the Defence Forces. The Airbus C295W aircraft is highly versatile and will provide a dedicated asset to support the Defence Forces military airlift transport requirements and provide a wide contingent capability. The aircraft will enable the Air Corps to provide a wide range of services including logistics support and transport of troops and equipment, medical evacuation and air ambulance, Special Operations Forces operations and a general utility role. Delivery of this aircraft is expected in 2025.

The programme for the supply of two C295 Maritime Patrol Aircraft is nearing completion with the arrival of the first aircraft last month and the second aircraft expected later in the year. Projects for other Air Corps capabilities will be considered in the context of overall capability development and available funding in accordance with the planning processes.

My Department does not operate a ‘barter account’ for the provision of goods or services. In relation to the Defence Forces, the military authorities have advised that they do not hold or operate any such ‘barter accounts’.

As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport. The National Transport Authority (NTA) has responsibility for the planning and development of public transport infrastructure, including the provision of bus stops and bus shelters.
