Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

In relation to the particular query raised, as this is a service matter, I have asked the Health Service Executive to respond to the Deputy directly, as soon as possible.

While there is no set policy around the naming of health infrastructure after notable people, I am open to considering suggestions on the naming of such projects on a case by case basis.

The Deputy may wish to note the following facilities where Dr Kathleen Lynn's contribution to health services has been acknowledged:

• The Lynn Ward at Tallaght University Hospital is a 36 bedded ward for a wide variety of specialties which was named after Dr. Kathleen Lynn.

• The Lynn Clinic, also named after Dr. Kathleen Lynn commenced in October 2020 operating out of Summerhill Primary Care Centre. This began as a pilot initiative but has grown to match the need within the local and wider community. The Lynn clinic has been able to provide comprehensive medical care for children suffering adverse health outcomes directly related societal problems and children at risk of social exclusion are referred to the clinic by healthcare professionals.

• The UCD School of Medicine has an annual Kathleen Lynn Summer Student Scholarship in the History of Medicine/Humanities in Medicine.

• The Kathleen Lynn Medal was established in 2018 by the RCPI’s Faculty of Paediatrics for exceptional service on behalf of children, especially in Ireland. It is the highest award in Ireland to recognise paediatricians that have been outstanding in their careers and in their contribution to paediatrics.
