Greyhound Industry

467. Deputy Paul Murphy asked the Minister for Agriculture, Food and the Marine if he considers the position of a person (details supplied) to be any longer tenable, given that the organisation over which they preside allowed an individual to continue to own and race greyhounds at tracks around this country for up to ten months after the said individual had been banned from owning, keeping or breeding a dog following a conviction for cruelty under the Animal Health and Welfare Act 2013; and if he will make a statement on the matter. Rásaíocht Con Éireann (RCÉ) is a commercial state body, established under the Greyhound Industry Act, 1958 chiefly to control greyhound racing and to improve and develop the greyhound industry. RCÉ is a body corporate and a separate legal entity to the Department of Agriculture, Food and the Marine.

As this matter is under investigation, it would not be appropriate to comment further.

My Department has responsibility for the upkeep and maintenance of a small number of specific piers, lights and beacons throughout Ireland, which were constructed under the auspices of the ex-Congested Districts Board. Previously Donegal County Council has carried out repair works on pier identified by the Deputy. My Department is not aware of any significant capital works required to maintain this pier.

I am however pleased to advise that Donegal County Council was approved for funding of over €27 million under the Brexit Adjustment Local Authority Marine Infrastructure Scheme 2022-2023. The Scheme is proposed for funding under the EU Brexit Adjustment Reserve. This Scheme will help to shape the future of Gweedore and many other coastal communities to address the impacts of Brexit through the delivery of safe, accessible, lasting infrastructure and supports economic diversification right around our coastline.

In November 2023, Minister of State with special responsibility for New Market Development, Martin Heydon T.D, led a successful trade mission to Malaysia in co-operation with Bord Bia, Sustainable Food Systems Ireland, Teagasc and Enterprise Ireland.

Malaysia is an expanding market for Irish agri-food produce with total export sales in 2022 of €68 million, almost exclusively dairy products i.e. €63 million. The objectives of this trade mission were to continue to grow the value of our agri-food and agri-tech exports while, in tandem, widen our export profile.

Malaysia has a population of 33 million and a growing middle class. It is a market which has been identified by Bord Bia as having significant potential for expanded exports of our high quality, safe and sustainable Irish agri-food produce.

During the Trade Mission, Minister Heydon held a range of political meetings and food promotional events. These included a positive meeting with the Malaysian Minister of Agriculture and Food Security (MAFS) where discussions focused on Ireland’s Market Access application for the export of duckmeat to Malaysia. This meeting also discussed opportunities for agri-food knowledge transfer co-operation between both countries which Sustainable Food Systems Ireland (SFSI) and Malaysia Ministry of Agriculture agreed to explore further.

The Minister also addressed an Enterprise Ireland Agri-Business Briefing in Kuala Lumpur which focused on agri-tech exports and the strengthening of relationships between participating Malaysian companies and Ireland.

Minister Heydon launched Bord Bia campaigns promoting Irish pigmeat in the Malaysian market and was the keynote speaker at a Bord Bia EU Dairy Technical Seminar. This successful seminar included detailed presentations by Teagasc, SFSI, DAFM and Bord Bia.

My Department operates and maintains six designated State-owned Fishery Harbour Centres, located at Castletownbere, Dingle, Dunmore East, Howth, Killybegs and Ros An Mhíl under statute.

All capital projects are subject to rigorous project management processes including design, tender action and implementation stages; and ongoing monitoring, evaluation and review in accordance with the Department of Public Expenditure and Reform’s Capital Works Management Framework and the Public Spending Code. Additionally, all contractual projects are subject to the applicable conditions of contract and as such it is necessary to follow due process in accordance with such conditions. Larger capital projects are normally multi-annual projects and may be subject to phases of completion. I have attached a table that shows capital projects under construction (as of 15 January) with expected completion timelines.

471. Deputy Niamh Smyth asked the Minister for Agriculture, Food and the Marine the reason a person (details supplied) has not received their ACRES scheme payment; and if he will make a statement on the matter. [2513/24]

The person named was approved into Tranche 1 of the Agri-Climate Rural Environment Scheme (ACRES), with a contract commencement date of 1 January 2023.ACRES payments commenced on December 15th for ACRES General cases that had, at that point, cleared the scheme payment validations. Due to the unprecedented number of applications approved under Tranche 1, it was not possible to get all participants paid by the 2023 year end. As is the case with all EU co-funded schemes, all ACRES applications must pass regulatory controls and validations before payment can issue. Cases not paid in the December pay run are currently being validated against scheme requirements and officials continue to work to expedite payments.

The case in question is one of a batch of outstanding cases still being processed and payment will be made once all payment validations are cleared.

The Table below shows Sitka Spruce planting in each year from 2010-2023.

My Department is addressing the previous decrease in overall afforestation levels, (including that of Sitka Spruce). This includes launching the best funded, most attractive and most environmentally sustainable forestry programme for the years 2023-2027. My Department has also addressed the licensing issues which were previously impacting on recent planting levels. We now have a diverse forestry programme in place which offers farmers and other landowners an attractive and viable land use option, with 15 year premiums for non-farmers and 20 year premiums for farmers.

In November last year, Minister of State for Land Use and Biodiversity at the Department of Agriculture, Food and the Marine, Senator Pippa Hackett appointed a new Steering Group to increase the use of timber in construction. This new Interdepartmental & Industry Steering Group on Timber in Construction brings together industry and government Departments to assess the needs of the sector and to increase the use of timber in construction. The group is tasked with examining potential obstacles to increasing the use of timber, including regulatory and standardisation challenges, and to maximising the use of home-grown timber.

Deputy Matt Shanahan asked the Minister for Agriculture, Food and the Marine to confirm the number of afforestation licences on hand within his Department yet to be issued; the number of afforestation licences issued in 2023 and the weekly number of afforestation licences his Department estimates will issue for 2024; and if he will make a statement on the matter. My Department has published a Forestry Licensing Plan which outlines our strong commitment to issuing licences in 2024. We estimate that we will issue 1,000 new afforestation licences in 2024, which indicates an average of 19 licences per week, but there will of course be fluctuations from week to week. We currently have 454 afforestation licence applications on hand, and we are steadily working through issuing approvals for these.

We believe we now have the capacity to issue sufficient licences to meet the annual target of 8,000 hectares of new forests. This is however contingent on receiving enough applications to achieve this goal. I am confident that the attractive and increased rates under the new Programme, coupled with 20 year premiums for farmers, will encourage strong uptake of afforestation options.

It is worth noting that 1,599 hectares have been approved for afforestation since the new Scheme opened in September.As regards 2023, my Department issued 88 new afforestation licences. The delay in receiving State Aid approval to the new Forestry Programme meant that we could not issue licences for grant-aided new forests or forest roads until the introduction of the new Forestry Programme on 6th September, 2023 and this explains the lower than expected figures.However, in recognition of the need for forestry activity to continue and pending the launch of the new Programme my Department introduced the Interim Afforestation and Roads Schemes. This allowed those with unused licences under the old Programme to use them by opting into a De Minimis scheme and availing of new and improved rates. In 2023 a total of 288 applications for 1,750 hectares were approved under the Interim Afforestation Scheme.Furthermore those with licences under the old Programme, who did not opt for De Minimis, have the opportunity to opt into the new Afforestation Scheme. 98 such afforestation applications for 845 hectares were approved in 2023.

In the interest of full transparency, details of all licences issued by category are available on my Department's weekly dashboard. This is published on the Departmental website and is made available to all interested parties, as well as being submitted to the Joint Committee on Agriculture, Food and the Marine each week.

Under the Animal Health and Welfare Act 2013, a person is prohibited from causing unnecessary pain or suffering or endangering the health and welfare of any animal. The Act also provides that a person having possession of an animal must ensure that the animal is kept in a manner that safeguards its health and welfare. All legislation under the remit of my Department is kept under constant review, including legislation to ensure the health and welfare of canines.

The use of remotely controlled electronic shock collars in dogs and cats has been banned in several European countries on the grounds of animal welfare. The Advisory Council on Companion Animal Welfare, which I established under an independent chair as part of my Department's wider animal welfare strategy, advises me on such matters and are considering the question of whether the use of these devices on dogs and cats ought to be banned in Ireland and are inviting submissions from stakeholders on this question, by email, to animalwelfare@agriculture.gov.ie, before 26th January 2024.
