196. Deputy Brendan Griffin asked the Minister for Enterprise, Trade and Employment further to Parliamentary Question No. 33 of 8 September 2022, the progress that has been made on the review of the eligibility for the insolvency payment scheme to date; the anticipated timeframe in finding a solution to this long-running saga (details supplied); and if he will make a statement on the matter. Since the last update provided on 28 November 2023, work has progressed significantly on drafting the General Scheme of a Bill to amend the Protection of Employees (Employers' Insolvency) Act 1984. The primary purpose of that Bill will be to allow employees of companies that cease trading without engaging in any formal wind-up process to access the Insolvency Payments Scheme.

The drafting of the General Scheme is now at an advanced stage. My Department is still on track in its aim to bring the General Scheme to Government for approval in the first half of this year.
