The HSE is initiating a new clinical programme for gender healthcare and over the next two years an updated clinical Model and implementation plan for gender healthcare services will be developed. 

This work will be informed by the best evidence based clinical care for individuals who express gender incongruence or dysphoria.

Now that the full Cass report has been published, it will be reviewed along with other emerging and evolving international evidence, as part of this work. 

The aim is to provide a wide range of services for all people with gender incongruence or dysphoria, from care locally in the community to more specialised and complex care and are committed to building a service based on experience and clinical evidence, respect, inclusiveness and compassion.

I am committed to the development of a well-governed and patient-centred health care service for children and adults in the transgender community.

It is worth noting that S39 organisations are not public bodies, and the terms and conditions of employment for staff in these organisations are ultimately between the employer and the employee. The HSE has already made significant payments on account to qualifying organisations to begin to address the amounts due to staff under the Section 39 Employee WRC agreement. In recent weeks the HSE has issued templates to over 1,130 Section 39 funded organisations to allow them to claim the full amounts of funding due to their employees. To date, 165 organisations have replied and these are now being processed. The HSE has also written again to all Section 39 funded organisations requesting that they submit their claims without delay and offering support to organisations who have queries in relation to the process. Funding will be allocated on an annual basis.

I propose to take Questions Nos. 722 and 723 together.

NIAC has submitted advice to my Department which advises that RSV vaccines, which have recently received EMA authorisation, for infants and persons over 65yrs, are safe and effective and should be considered for use in Ireland. In its advice, NIAC noted that further analysis of cost effectiveness and programmatic considerations is required to determine the most appropriate use of RSV vaccination in Ireland.

Following consideration of NIAC's advice, my Department asked HIQA to carry out a Health Technology Assessment (HTA) to determine firstly, whether infant or adult vaccination would provide the greatest benefit in reducing healthcare utilisation due to RSV infection, and secondly, what the most cost-effective RSV immunisation strategy for Ireland would be.

The request was revised in light of the recent RSV season and my Department requested that HIQA initially undertake a rapid HTA of immunisation against RSV in Ireland. This will be followed by a full HTA on immunisation against RSV in Ireland.

The outcome of these HTAs will inform the development of any RSV immunisation programme.
