594. Deputy Michael Fitzmaurice asked the Minister for Health if he is familiar with the strict investment rules, which has resulted in this group of doctors being denied a retirement lump sum and a pension sine die unless/until this matter can be resolved; if he will commit to rectifying this situation without delay; and if he will make a statement on the matter. GPs are private practitioners, most of whom hold a GMS contract with the HSE for the provision of GP services to medical card and GP visit card holders.  Under the terms of the GMS contract, the HSE deducts 5% of a GP's capitation earnings and makes an additional payment of 10% of a GP's capitation earnings to a private pension scheme administered on behalf of relevant GPs; the HSE has no role in the administration of this scheme.
