Deputy Catherine Murphy asked the Minister for Finance the reason for situations where a person, liable for property tax, whose sole income derives from a social welfare payment, wishes to have the tax deducted from a weekly income but is prevented from doing so as it would result in that weekly income falling below a minimum essential standard of living and is then forced to pay by other means such as by credit card, which incurs extra charges; if he will explain the way it is considered acceptable by the State to charge low-income persons for local property tax in a single amount while it is not considered acceptable by the State to charge them the same or lower sum in instalments; if he will explain the failures to anticipate this situation in designing the local property tax; and if he will make a statement on the matter.
