10 Mr. Hughes asked the Tánaiste and Minister for Foreign Affairs the circumstances under which the Government has failed to establish a Standing NGO Committee on Human Rights as a permanent interdepartmental mechanism to coordinate the approach to human rights between ministries and as a formal structure to facilitate a regular exchange of views and information between the Government and non-governmental organisations, as promised in the Government's White Paper on Foreign Affairs.
