Penal reform and sentencing

The committee has published a report on penal reform and sentencing. The report states that imprisonment is overused as a punishment and that conditions in prisons are unacceptable. It also finds that more must be done to rehabilitate offenders, reduce recidivism, and minimise the impact of crime.
