CEISTEANNA—QUESTIONS. [ORAL ANSWERS.] - TEACHERS' TRAINING DIPLOMAS.

To ask the Minister for Education whether he is aware that there are numerous complaints of delays on the part of the Education Authorities in issuing Training Diplomas to teachers who have completed their probationary period, and whether, in view of the fact that no increments are now payable to any teacher until the Diploma is awarded, he will make arrangements whereby all teachers on probation will have their service reported on as soon as possible after the close of the minimum probationary period.

Training Diplomas have been awarded in all cases where the requirements have been fulfilled, but owing to the present condition of the country it is not always possible to obtain reports from the Inspectors immediately after the close of the probationary period. Arrangements have been made whereby increments accruing to these teachers in respect of the diploma are paid automatically as the teachers qualify for the diploma. A new form of parchment certificate is in course of preparation, and will be issued as soon as possible.
